EPA suspected Fiat Chrysler of using 'defeat device' in 2015

U.S. regulators told Fiat Chrysler Automobiles in November 2015 that they suspected some of the automaker's vehicles were equipped with secret software allowing them to violate emission control standards, according to emails disclosed on Friday. The U.S. Environmental Protection Agency and California Air Resources Board accused Fiat Chrysler in January of using the software, known as a "defeat device," to illegally allow excess diesel emissions in 104,000 Jeep Grand Cherokees and Dodge Ram 1500 trucks built between 2014 and 2016. Byron Bunker, director of the EPA's Transportation and Air Quality compliance division, said in a January 2016 email to Fiat Chrysler, obtained by Reuters under the Freedom of Information Act, that he was "very concerned about the unacceptably slow pace" of the automaker's efforts to explain high nitrogen oxide emissions from some of its vehicles. Nitrogen oxide is linked to smog formation and respiratory problems. Bunker's email said the EPA had told Fiat Chrysler officials at a November 2015 meeting that at least one auxiliary emissions control device on the car maker's vehicles appeared to violate the agency's regulations. Mike Dahl, head of vehicle safety and regulatory compliance for Fiat Chrysler's U.S. unit, responded in a separate email that the company was working diligently and understood the EPA's concerns. He added that if the EPA identified Fiat Chrysler vehicles as containing defeat devices it would result in "potentially significant regulatory and commercial consequences." The documents redacted the vehicles named, but two officials briefed on the matter said they referred to diesel models. The EPA's November 2015 meeting with Fiat Chrysler came two months after Volkswagen AG, mired in a major tailpipe emissions scandal, admitted to installing secret defeat device software in hundreds of thousands of U.S. diesel cars to make them appear cleaner than they were on the road.

Fiat/PSA's dominance in small vans hangs up EU's merger approval

BRUSSELS — EU antitrust regulators are concerned about Fiat Chrysler and Peugeot / PSA's combined high market share in small vans and may require concessions to clear their $50 billion merger, people familiar with the matter said. The companies, which are seeking to create the world's fourth biggest carmaker, were told of the European Commission's concerns last week. If Fiat and PSA fail to dispel the European Commission's doubts in the next two days and subsequently decline to offer concessions by Wednesday, the deadline for doing so, the deal would face a four-month-long investigation. The EU competition enforcer, which has set a June 17 deadline for its preliminary review, declined to comment. Fiat was not immediately available for comment while PSA had no immediate comment. Hiving off overlapping businesses, usually a regulatory demand to ensure more competition, could prove tricky for the carmakers because of the technicalities. Fiat and PSA are looking to merge to help offset slowing demand and shoulder the cost of making cleaner vehicles to meet tougher emissions regulations. The deal puts under one roof the Italian carmaker's brands such as Fiat, Jeep, Dodge, Ram, Maserati and the French company's Peugeot, Opel and DS. NYIAS: 2017 Jeep Grand Cherokee Trailhawk, ooh-rah!

I was very happy to see Jeep offer a stand-alone, off-road-oriented model to the Grand Cherokee for 2017, the Trailhawk. This is not the first time for a GC Trailhawk, as they offered a limited run a few years ago to see if there might be a market for such a model. Looks like there is, as there are Trailhawk models for the Cherokee and Renegade, and now the Grand Cherokee as well. Just to be clear here, Jeep has always offered off-road ready packages (tow hooks, one inch more ground clearance, skid plates) for the Grand Cherokee and Cherokee in the past. They were called "Up Country," or more recently, "Off Road" groups. That was all well and good but, at least where I was living, almost impossible to find. Rarely would you ever find one so-equipped on dealer lots. If you ever saw one on the street, most likely the owner special-ordered it. Having said that, now that I'm living by the beach, I am seeing a few Up Country-equipped older Jeeps; not many, but more than I've seen in the past. As to the new Cherokee and Renegade Trailhawks; I'm seeing a bunch of them. It took a little while for the public to discover this trim level, but now I see them everywhere. Must be the orange tow hooks? Speaking of orange tow hooks... I'm not a big fan of them. Tow hooks for sure, orange ones, not so much; same with the matte black hood decal, not a fan. If I were ever to get a Trailhawk, it would be either dark gray or black, as that effectively hides the hood decal. So Jeep has packaged the Trailhawk as a premium model within each respective model line. While I fully understand the thinking, I do wish Jeep would also offer an entry-level off-road model, one with all the Trailhawk off-road goodness, but minus all the visual and luxury fluff. A lot of off-roaders don't want to pay, or can't pay top dollar for stuff they don't want or need. As to a name, how about "Trail," that being Trailhawk minus the "hawk;" or perhaps "Pioneer?" That's an old name from Cherokees of yesteryear. Back then the Pioneer was positioned as a mid-low level model. I think either name would work well for a back-to-basics-off-road-focused Cherokee and/or Renegade. Content it like the current entry-level Sport or mid-level Latitude models, but include the Trailhawk's off-road prowess.
