Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.

Jeep first American carmaker to return to Tokyo show

Despite foreign-brand car sales in Japan declining six percent in the first four months of this year, Jeep sales are up 21 percent in the same period. That could explain why Jeep will be the first the US manufacturer to return to the Tokyo Motor Show after eight years away. Ford, General Motors, and Chrysler walked away during the global crisis that struck after the 2007 show. Jeep will be part of an eight-vehicle, four-brand showcase overseen by Fiat Chrysler Automobiles Japan, the local subsidiary. For the moment, it is the only US brand to sign up - neither Ford, GM, or even Chrysler are committed to attend. Stablemates Fiat, Alfa Romeo, and Abarth will be there, along with 13 other foreign makes, answering the "Technology & Fantasy" theme for this year's event. Update: We hear the 368-hp rating in the NHTSA documents isn't accurate. The story has been modified to reflect that. Update 2: The document has been removed from NHTSA's website. We already knew that the next-generation Jeep Wrangler would offer two engines this time around, a V6 and a new turbocharged four-cylinder. Documentation from FCA to NHTSA that JL Wrangler Forums discovered suggests the V6 will become the entry-level engine with the same 285 horsepower as the current one, while the turbo 2.0-liter inline-four takes the top spot with 368 horsepower. However, we're now hearing that figure isn't accurate. That's an all-around impressive four-cylinder – and obviously likely too good to be true. Besides making about 80 more horsepower than its bigger V6 cousin, it would also be the second most powerful four-cylinder available in the United States. It would only be 7 horsepower shy of the current four-pot power champ, the Mercedes-Benz CLA45, which makes 375 horsepower. It's also 18 horsepower ahead of the next closest engine, the turbo four in the Focus RS that makes 350 horsepower. If you do decide to pick up a 2018 Wrangler with the four-cylinder, you'll have to settle for an automatic transmission. Only the V6 will be available with both an automatic and manual transmission. Both engines should be available at launch, which we expect to come shortly after an expected reveal at the Los Angeles auto show. The FCA documentation also suggests that the four-door model will be the first body style available, with the two-door arriving slightly later.
