7 months later, Jeep 'trailer hitch' recall still stalled

For the past few years, Chrysler and its CEO, Sergio Marchionne, have gone head-to-head with the National Highway Traffic Safety Administration and its boss, David Strickland, over the government safety agency's request for Chrysler to recall almost three-million Jeep vehicles due to what NHTSA says is a safety issue that has caused at least 51 deaths. After a three-year investigation and Chrysler's initial refusal to issue a recall because it deemed the vehicles safe and built to the day's federal requirements, last summer, the two parties compromised on a "voluntary campaign" to inspect 1.56 million vehicles, those being the 1992 to 1998 Grand Cherokee and 2002 to 2007 Liberty.
Those vehicles were designed with their gas tanks between the rear axle and the bumper, and NHTSA says that in rear-end collisions, damage to the fuel tank has caused fires responsible for those 51 deaths. The compromise reached last summer was that Chrysler would inspect 1.56 million vehicles and, "if necessary, provide an upgrade to the rear structure of the vehicle." Practically speaking, that meant Chrysler would replace aftermarket trailer hitches, but would take no action if a vehicle had a factory-installed hitch or an aftermarket hitch from Mopar.
A report in The Detroit News says the "voluntary campaign" is just now getting under way, with Chrysler saying last week that the design of the replacement part had been finalized and it was tooling up "to deliver the required volume." Seven months later, still in question is whether NHTSA will crash-test the fix engineered by Chrysler, noteworthy because not only did the vehicles in question pass every safety standard necessary to be cleared for sale at the time, there are still questions (to those of us on the outside) as to how the Jeeps at issue fare among their peers in such incidents. Either way, Chrysler and NHTSA apparently still disagree on the efficacy of the remedy itself: the carmaker says it might help in low-speed crashes but not high-speed collisions, a position the NHTSA is at odds with. All of this means the campaign doesn't yet have an end in sight.

2017 Jeep Grand Cherokee spied looking refreshed

Jeep is preparing another facelift for the Grand Cherokee. Spied here undergoing testing, the updates to the upscale SUV look like they'll be fairly limited in scope. The current WK2-generation Jeep Grand Cherokee was introduced in 2010 as a 2011 model, replacing the round-eyed WK model that had been around since 2005. It underwent a mild update last year and is now gearing up for another round. This refresh appears to have a new front fascia with wider-spaced grille slats, and though hidden from view, will likely incorporate a restyled bumper with new fog lights. Expect some revisions inside the cabin to accompany the new face, and some updated engines, too. The current base model's 3.6-liter Pentastar V6 is anticipated to offer more power and get better fuel economy, plus offer flex-fuel capability. Of course, the 5.7-liter Hemi V8 will also likely be offered, and if we're lucky, an even more powerful SRT performance model, too. The updated JGC is expected to arrive in the first quarter of the new year. Jeep will be marking its 75th anniversary then, so expect some special editions of this and other models in the portfolio to arrive in true Jeep style. Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.
