EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). The history of the SUV has been one of ever-increasing refinement, and that arc bends towards carlike forms. It's a trend that even the hardiest of nameplates has succumbed to, including the venerable Cherokee, which for 2014, moved from the solid-axle brick of yore to the shark-nosed, independently suspended crossover of modern-day. That wasn't necessarily a bad thing. We found it to be quite a competitive machine at the time, and one that was plenty capable. But time marches on, and five model years later, Jeep has updated the Cherokee. The polarizing shark nose has been toned down, with all the headlight elements integrated into single units on either side. The hatchback has been revised and now sports a cutout for the license plate. Besides improving the looks at the back, Jeep says it allowed them to expand the rear cargo area to 25.8 cubic feet, an increase of 1.2 cubes, because moving the license plate space allowed them to pull the latch assembly farther out. It should be noted, though, that the Cherokee still doesn't have as much cargo capacity as the new 27.2-cubic-foot Compass. Besides the cosmetic changes, the new Cherokee gets a new engine, a 2.0-liter turbocharged four-cylinder good for 270 horsepower and 295 pound-feet of torque that shares commonality with the Jeep Wrangler and Alfa Romeo Giulia engines. However, it lacks the mild hybrid technology of the Wrangler because of space issues, and it has a cylinder head with two camshafts rather than the Alfa's single-overhead cam design. In addition to the new 2.0-liter turbocharged engine, the Cherokee's old naturally aspirated engines, a 2.4-liter four-cylinder (180 hp, 170 lb-ft) and a 3.2-liter V6 (271 hp, 239 lb-ft), carryover unchanged except for the addition of standard engine start-stop functionality. The question is, can mild changes to the Cherokee keep it competitive in a segment where several rivals have been completely redesigned? In terms of capability, the answer is a resounding, "yes," particularly for the Trailhawk, which in turbocharged guise, has even shorter gearing for its low-range four-wheel-drive setting than before at 51.2:1. Like the previous model, the Trailhawk includes different front and rear bumpers for improved clearance and approach and departure angles. It features a set of skid plates and gets a steel oil pan for protection from obstacles, and the rear axle can be locked for additional traction.

Jeep 'trailer hitch' recall repair rates lag amidst reports of new death

The problem with exploding fuel tanks in the 1993-1998 Jeep Grand Cherokee and 2002-2007 Jeep Liberty in some rear collisions continues to be a problem for FCA US, formerly Chrysler. The campaign to fix the utility vehicles was first announced in June 2013 after 51 claimed fatalities, and the fixes reportedly began in January 2014. However, there continue to be new deaths blaming the problem in unrepaired models, according to The Detroit News, citing data from the Center for Auto Safety. The automaker initially refused NHTSA's pressuring to conduct a recall because the models met applicable crash standards when they were manufactured, but eventually, there was a compromise to inspect and fix about 1.56 million Jeeps. With the fuel tank located between the rear axle and bumper, the unusual fix was to install a trailer hitch for extra protection. The National Highway Traffic Safety Administration later agreed that the change would provide added safety in lower to medium speed crashes, but not high-speed crashes. The most recent fatality, according to The Detroit News, occurred on a Michigan freeway in November 2014 when a pregnant woman in a 2003 Liberty was rear-ended when traffic slowed. Her Jeep impacted the vehicle in front, rolled over and a fire resulted. The family reportedly plans to file a lawsuit against FCA. At issue has been the rate at which the vehicles are being fixed. In July 2014, the automaker estimated it could have all of the vehicles repaired by March 2015 thanks to additional hitch supplies. But by November, NHTSA claimed that only three percent of the recalled models had been fixed. FCA says it continues to work to notify owners, though. According to Chrysler spokesperson Eric Mayne to Autoblog, "We are processing approximately 1,200 vehicles per day. Every owner who schedules service is receiving service. As of Jan. 8, that total was 193,490." The company has also mailed out over two million notifications to owners, more than the number officially called in. Given the age of these Jeeps, many of them have had multiple owners, and historically, the older a vehicle is, the less likely the recall fixes are to be carried out. FCA is currently creating a video urging people to have the hitch installed to be released soon.
