Weekly Recap: GM scales back as Russian auto market teeters

General Motors' extensive plans to scale back its Russian operations are the latest sign the automotive market in the former superpower is collapsing – and there are few signs of recovery. GM said Wednesday it will stop selling mainstream Chevrolets and shutter the entire Opel brand in Russia. The moves leave GM with a luxury-focused presence consisting of Cadillac and Chevrolet's Corvette, Camaro and Tahoe. The cutbacks will be completed by the end of the year. The automaker will also idle its factory in St. Petersburg and end a contract-assembly agreement with Russian manufacturer GAZ. "We had to take decisive action in Russia to protect our business," Opel Group CEO Karl-Thomas Neumann said in a statement. "We confirm our outlook to return the European business to profitability in 2016 and stick to our long-term goals." GM is the latest automaker to scale back in Russia as the economic conditions, volatile currency and uncertainty over the conflict in the Ukraine all have sandbagged new car sales. Last month, vehicle sales collapsed 38 percent in Russia to 128,298 units, according to the Association of European Business, which records sales. Joerg Schreiber, chairman of the AEB automobile manufacturers committee, didn't even feign optimism in a statement announcing the figures. "The market is entering a very difficult phase now, and February is only the beginning," he said. "Industry sentiment is the next few months will be extremely difficult and the market bottom has yet to be found." The dovetails with industry experts, who predict the Russian auto sector will remain in the doldrums. IHS said earlier this year it expects Russia's sales to slip to just 1.8 million units in 2015, which is a 40-percent drop from 2012. Other News & Notes Chief leads Jeep's Easter Safari stable Jeep is bringing seven attention-getting concepts to Moab for its annual Easter Safari off-roading celebration in Utah, but the Chief is perhaps the standout of the group. It salutes the 1970s Cherokee with a throwback appearance and surfer styling cues. The Chief has a custom modified razor grille made famous by the Wagoneer, and it rolls on 17-inch slotted mag wheels. The surf theme comes in with ocean blue paint, floral cloth and leather seats and a tiki-style shifter handle. Based on the Jeep Wrangler, the Chief has removable sides, a 3.6-liter V6 engine and a six-speed manual gearbox.

Jeep’s latest special edition tries to give the all-American Wrangler European appeal

Jeep has a long history in Europe, starting with GIs bouncing across the continent kicking Nazi ass and much later being a conspicuously American status symbol. It's been a varied existence, to be sure. And there have been a lot of Euro-only editions aimed at Continental tastes, like the Wrangler Polar and the Black Edition II. So this Mopar One Package version of the Wrangler Rubicon, which Jeep showed off at the Geneva show but was just showcased at the "Euro Festival" in Saint-Tropez, wasn't born in a vacuum. It really underlines the continuing appeal in Europe for stereotypically American things. "Euro Festival", after all, is a Harley-Davidson gathering. Harleys are expensive, conspicuous status symbols in Europe – and so is a Wrangler. The Mopar One Package is only available on the Rubicon, and is a little unusual in that it's more function-oriented than the normally cosmetic Euro packages. It has a 2-inch lift kit, larger 32-inch tires, a steering stabilizer, and accessory fenders. Jeep says this is the first time it's been able to offer factory-installed accessories in Europe, so now our friends over there can enjoy the highly addictive experience of ticking off boxes to customize a Wrangler. One thing the Euro Rubicon gets that we can't, which might make American Jeepers a little jealous, is the 2.8-liter CRD diesel engine. That's a VM Motori unit, similar to what was available over here in the Jeep Liberty for a hot minute. Euro Jeeps have used variants of this engine for years. If you want an off-road diesel comparable to the Euro Rubicon, you either have to move to the Euro Zone or buy a new Chevy Colorado ZR2 – which we just drove, by the way. No word on how much the Mopar One Package will set buyers back. It's likely that this is also just a beachhead for more factory customs from Mopar, not just in the Jeep world. Jeep Wrangler Dragon Edition coming to North America

If 2012 was the year of the dragon in China, perhaps the US can claim 2014. After showing the Jeep Wrangler Dragon Design Concept at the 2012 Beijing Motor Show, and apparently receiving "tremendously positive feedback" from Jeep enthusiasts across the globe, the automaker has decided to introduce a production version that will hit US showrooms this fall with a price of $36,095.
"The dragon symbolizes strength and power and is an aspirational character normally associated with royalty and good fortune," says Jeep, and that apparently equates to a blacked-out Wrangler Unlimited with bronze satin gloss highlights inside and out, along with big dragon decals that start on the hood and run down the fenders. There are 18-inch matte black wheels with a bronze outer edges, and a dragon-emblazoned spare tire cover completes the look.

In related news, all 2014 Jeep Wrangler models get an optional Trail Kit and clear park lamps to replace the previous amber units. New colors include Amp'd, Anvil, Copperhead, Flame Red, Granite Crystal and Hydro Blue (Freedom edition only), which join carryover colors Billet Silver, Bright White, Black and Dune.
