EU finds Jeep Grand Cherokee and Suzuki Vitara break emissions rules

AMSTERDAM — Fiat Chrysler's Jeep Grand Cherokee and Suzuki's Vitara diesel models both break emissions rules and must be fixed or face a ban on sales across Europe, the Dutch road authority ruled on Thursday. The RDW authority, acting as the reference regulator for across the European Union, said Jeep had developed a software fix and that the authority had ordered the company to recall the model across Europe to roll it out. It added Suzuki had yet to find a credible solution for the Vitara. "Suzuki must come with adequate improvement measures or the RDW will begin the process of revoking its European type approval," the RDW said in a statement, adding it had also started the process of revoking approval for the Jeep Grand Cherokee as a "precautionary measure." Regulators across the world have been testing diesel models since Volkswagen admitted in 2015 that it used illegal software to cheat U.S. emissions tests. The RDW said it had found both the Jeep Grand Cherokee and Vitara had used "prohibited emissions strategies" that led them to emit higher levels of harmful nitrogen oxide (NOx) on the road than under testing conditions. Dutch State Secretary for Infrastructure, Stientje van Veldhoven, said in a letter to parliament she would inform prosecutors of the RDW's findings. Government Ending Jeep Investigation

The government is closing its investigation into older-model Jeeps with fuel tanks that could rupture and cause fires. The National Highway Traffic Safety Administration said Friday it has "no reservations" with Chrysler Group's plans to recall the vehicles. The agency is expected to release a report on its investigation in a few weeks. The decision ends an unusually public struggle between Chrysler and NHTSA. The agency asked Chrysler to recall 2.7 million Jeeps last June, contending that their gas tanks - which are positioned behind the rear axle - were at risk of rupturing and catching fire in rear-end crashes. Involved were Grand Cherokee SUVs from the 1993 to 2004 model years and Liberty SUVs from 2002 to 2007. Chrysler initially refused to recall the vehicles. The company said the rate of fuel leaks and fires after crashes was similar to comparable vehicles that were sold during the time in question. It was the first time in two years that an automaker had refused NHTSA's request for a recall. Chrysler later agreed to recall 1.56 million of the Jeeps and install trailer hitches on them to help protect the gas tanks. The company sent notices to the remaining customers saying their vehicles were fine if they have factory-installed or Chrysler-made trailer hitches. NHTSA said late Friday that it has been in close contact with Chrysler and will monitor the recall as it continues. Chrysler has told customers that it will start installing the hitches soon. "Consumers should have their vehicles serviced promptly once they receive final notification from Chrysler,"NHTSA said in a statement. In its own statement Friday, Chrysler said, "We share NHTSA's commitment to safety." NHTSA's outgoing chief, David Strickland, told The Associated Press in an interview last month that Chrysler had convinced NHTSA that the Jeeps were no more dangerous than similar vehicles sold at that time. "Those vehicles performed at a rate similar to their peers. That is the keystone analysis as to whether something poses an unreasonable risk to safety," Strickland said. Friday was Strickland's last day at NHTSA. He is joining Venable, a law firm. NHTSA began investigating the Jeeps at the request of the Center for Auto Safety, a Washington-based advocacy group. "It is tragic that NHTSA approved Chrysler's sham trailer hitch recall for Jeeps that explode in rear impacts," the Center for Auto Safety's director, Clarence Ditlow, said Friday.

AUBURN HILLS, Mich. — The Jeep Wrangler has a spirit, and Mark Allen is one of its keepers. That's why the 2018 edition still has a fold-down windshield, despite the reality that even the most die-hard Wrangler owners seldom use it anymore. The folding screen dates to the origins of the Wrangler, when Willys were sent to Europe during World War II. The reasons: "The windshields folded down for shipping — and the guy in the back with the howitzer," says Allen, the longtime Jeep design boss. Delivered in 2017 in the FCA Design Dome, the line comes across as a quip, but it's historically dead on. It's through this lens that Allen and the rest of the Jeep designers and engineers devised the modern successor to a primitive military vehicle. The windshield folds down in minutes with the turn of four bolts on this new generation, the JL. It takes about 90 minutes and 28 bolts to do the same on the outgoing JK. Needed or not, the windshield is better and more functional for 2018, even if it looks about the same. This aptly sums up the new model. Get closer and get inside. Look under the hood. There's much more going on than is evident at first glance. Allen says the broad strokes of the current design didn't change because he wanted to remain true to the Wrangler's identity, which lights the path for the entire brand. Crazier ideas were considered, but ultimately, this evolutionary approach was deemed the best. "The Wrangler is instantly recognizable around the world," says Jeep boss Mike Manley. "It has been and remains the absolute icon of the brand." But it is different, and by using any objective metrics, better. The JL is lighter than the JK. It offers a new engine with a mild hybrid function – more on that later. Fuel economy is improved. The interior is nicer, yet still rugged. The on-road ride quality is upgraded, but you can still scale mountains and conquer the jungle. Still, it looks about the same. Let's start there. The round headlights are all-LED, with a horizontal projector sandwiched between the high beams. The taillights are square and have available LEDs. The grille has been massaged to a "keystone" design that recalls the CJ, Allen says. The front wheels are pulled slightly forward, and the beltline is lowered. The vehicle also is longer (how much depends on the version), which creates a better stance. Half doors will be offered on the Rubicon model in 2019 and then will be available across the Wrangler lineup.
