Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.

China-market Jeep Grand Commander coming to U.S. as a Chrysler?

There's nothing like winding down the year with news to spin heads, eh? Allpar cites "sources" as suggesting the Chinese-market Jeep Grand Commander will come to the U.S. as a Chrysler. This Speculation with a capital "S" has several rationales. The late Sergio Marchionne said Chrysler will focus on utility and not sell cars, making it fit for a new three-row crossover. The road-focused Grand Commander couldn't live up to U.S. perceptions of Jeep values, which is why the lateral brand move. A new model would give the Pentastar a second nameplate alongside the Pacifica, since the 300 sedan dies come 2020. And a big Chrysler school runner would allow the near-immortal Dodge Journey to end its life with something approaching dignity. The Grand Commander, a stretched version of our Cherokee with three rows, uses a 2.0-liter turbocharged four-cylinder with 231 horsepower and 258 pound-feet of torque. The 192-inch long SUV is ten inches longer than the Cherokee, and 2.2 inches longer than the Grand Cherokee. Carmakers bring a host of not-for-U.S. metal over here, so this doesn't signal production intent, but sharp eyes caught the Grand Commander on Michigan streets in March. The white high-rider carried its Chinese badging, and was bereft of camo other than tape over the door handles. Allpar says a domestic version wouldn't be built in China, but either in the Belvidere, Ill. plant that builds the Cherokee, or in facilities in Windsor, Canada or Toluca, Mexico. Should these events come to pass, Chrysler would soon have four models: Pacifica, a production version of Portal concept, a crossover based on the Pacifica, and the rebranded Jeep. Ready for more? Allpar also says there are "rumors of a Chrysler-badged crossover version of [the Dodge] Charger." FCA leaving Chrysler and Dodge out of the FCA five-year roadmap earlier this year leaves a vacuum ripe for, shall we say, Chinese whispers. We're not saying all of this won't happen, but put these prognostications in one place and it starts to read like a wrinkle in time, it's all so fabulous. Remember, the last we heard about the Dodge Journey, it was going to become an Alfa Romeo-based performance crossover headed to dealerships next year. Aptly-named Hooligans motorcycle gang charged with stealing 150 Jeep Wranglers

Nine members of the Tijuana, Mexico-based Hooligans motorcycle gang are facing federal charges, accused of stealing 150 Jeep Wranglers in San Diego County, then moving them across the border, where they were sold or stripped for parts. "The joy ride is over for these Hooligans," said Deputy U.S. Attorney Mark Conover. "For many of us, our cars are our most valuable possessions," he said. "These arrests have put the brakes on an organization that has victimized neighborhoods in a different way, by stealing something very personal, something that has required a lot of sacrifice to purchase." Conover said the gang also stole dozens of motorcycles. The indictment alleges that the gang used old-fashioned shoe leather, a high-tech device, and a specific Chrysler dealership to pull off the thefts. San Diego County faced a rash of Wrangler thefts in 2014. Conover says most of the Jeeps were stolen in the middle of the night, and most were equipped with alarms, yet no alarm ever went off. Police were perplexed about that until they caught a break. On Sept. 26, 2014, a Jeep was stolen out of a driveway in Rancho Bernardo, where a security camera showed the thieves' method. Based on what they saw in the surveillance footage, officers sent Chrysler a list of 20 Jeeps that had been stolen and asked whether anyone had requested duplicate keys - and sure enough, a duplicate had been issued for all 20 - and all from the same dealership, in Cabo San Lucas, Mexico. The indictment alleges that the Hooligans would case a specific Jeep days ahead of stealing it, and would take down its vehicle identification number. Somehow they managed to obtain the secret key codes that would allow them to request a duplicate key for that particular Jeep. During the theft, the indictment says, the Hooligans would disable the alarms system, program the duplicate key using a handheld device, then simply drive away. The fact that Jeeps' engine bays can be easily accessed because of their external latches made the job even easier. (Authorities recommend Jeep owners purchase aftermarket locking latches.) Three of the gang members have been arrested. One was already in custody when two others were arrested this week, one of them at San Diego's massive San Ysidro border crossing. The six others facing charges are still at large and believed to be in Mexico. Seven are US citizens, while two are from Mexico. The collective value of the thefts is estimated at $4.5 million.
