Prosecutors indict three FCA employees in alleged emissions-cheating case

Federal prosecutors indicted three Fiat Chrysler Automobiles (FCA, now Stellantis) employees as part of an investigation into alleged emissions cheating. Charges unsealed on April 20, 2021, accuse the defendants of helping rig the emissions control system fitted to the 3.0-liter turbodiesel V6 used in some models during the 2010s. Prosecutors claim Emanuele Palma, Sergio Pasini, and Gianluca Sabbioni played a determining role in developing a defeat device that allowed the V6 to obtain certification from the Environmental Protection Agency (EPA) while polluting too much in normal driving conditions. Jeep and Ram began making the engine available in the Grand Cherokee and the 1500, respectively, in 2014, but the charges state plans to game the EPA started in 2011. Palma, Pasini, and Sabbioni knowingly mislead federal regulators, the charges claim; they called it "cycle beating," according to The Detroit News. While the three men were part of FCA's research and development department, they started the project while working for an Italian supplier named VM Motori, which FCA purchased in 2013. Pasini and Sabbioni are each charged with one count of conspiracy to defraud the United States and to violate the Clean Air Act, one count of conspiracy to commit wire fraud, and six counts of violating the Clean Air Act. They could spend several years behind bars if they're found guilty. Both are currently in their home country of Italy. Palma's legal troubles are more serious. He was charged with several counts in September 2019, though four wire fraud charges were dropped in November 2020. He lives in Bloomfield Hills, a city located on the far outskirts of Detroit. Prosecutors claim motorists spent over $4 billion on over 100,000 trucks and SUVs fitted with the non-compliant engine between January 2013 and September 2017. FCA has already agreed to pay $800 million to resolve civil claims from the Justice Department, state officials and customers, though it significantly has not admitted guilt. It stressed that "it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests."

Jeep recalling 75,000 Cherokees over air-conditioning lines

Fiat Chrysler Automobiles has issued a recall for an estimated 75,364 examples of the Jeep Cherokee in the United States. The problem stems from an air-conditioning line, which may have been installed to close to the exhaust manifold. "Under certain operating conditions," says FCA in the statement below, "this may pose a fire risk." Thus far, however, the company says it is "unaware of any related injuries or accidents." The owners of those 75k Jeeps (as well as another 18,000+ in other markets) can expect to hear from their local dealers to have the problem rectified. However the manufacturer also advises owners to watch out for indicators like air-conditioning loss or a dashboard warning light and contact their dealers if necessary. The Company discovered air-conditioning lines on some vehicles may have been installed in close proximity to their engines' exhaust manifolds; under certain operating conditions, this may pose a fire risk. FCA US is unaware of any related injuries or accidents. The recall is limited to certain 2015 Jeep Cherokees. Additional vehicles are affected in other markets. FCA will pay you to hack its systems

FCA is willing to pay you to hack its cars, as long as you tell the company how you did it. In an effort to enhance cybersecurity and prevent future incidents like the Jeep Cherokee hack last year, FCA announced it's working with Bugcrowd to find vulnerabilities in its vehicle software. Bugcrowd labels itself as a crowdsourced application security testing company. Users, or independent security researchers as Bugcrowd calls them, can find exploits or vulnerabilities in FCA systems. They then submit the information to Bugcrowd, who in turn supplies the info to FCA. The goal is to update systems and close any possible security breaches. FCA is offering bounties from $150 to $1,500 to any Mr. Robot types, with payment based on the size and severity of the flaw. FCA wants hackers to focus specifically on the UConnect website and the company's iOS and Android apps. No bounties will be given for anything outside the scope of those three things. Bugcrowd says it will not take any legal action against anyone who submits an exploit. While we think it's good that the company is taking steps to address these problems, it's not a groundbreaking maneuver. Other companies employ similar systems. Earlier this year, both Tesla and Uber announced that they're willing to offer up to $10,000 to hackers who find vulnerabilities in their system. For years, Microsoft has been paying hackers to find exploits. It also seems that FCA took its time to announce this plan, considering the Jeep hack happened nearly a year ago.
