California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Chris Harris finds the Jaguar F-Type R Coupe rather drifty

Our own Matt Davis may have called the new Jaguar F-Type R Coupe "one heady rascal," but our review was disappointingly short on drifting, tire smoke and general, English shenanigans. You know, the sort of things that Chris Harris from Drive excels at.
Actually, relative to Harris' other reviews, this one is rather serious. There's a good recap of the F-Type on the road, with Harris referencing the car's "great bottom" and "amazing ass," quite frequently. Surprisingly, Harris says the more powerful F-Type R is just "incrementally" faster than the 495-horsepower F-Type V8 S Convertible. Following the on-road portion, it's off to the track. You can probably predict what goes on there. Overall, aside from some quibbles, Harris has nothing but praise for the newest cat.

Are you the soon-to-be-revealed Jaguar CUV concept?

Following the teaser of the Jaguar CX-17 Concept released last weekend, the first official image of the Jaguar crossover concept appears to have hit the Internet ahead of its introduction at the Frankfurt Motor Show.
Assuming this is the real deal, the tall, upright front end removes any doubt that this is anything but a preview for the upcoming Jaguar crossover, which will likely be called either the XQ or the Q-Series. Reports suggest that Jag's first-ever CUV is likely to go into production in 2016, and it will bring with it the option for a Jaguar-developed four-cylinder engine replacing the current mills still sourced from former parent Ford.
