South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

US plug-in vehicle sales are expected to surpass 300,000 when the data is tallied at the end of this month. That is 30 percent of President Obama's goal of 1 million battery electric cars and plug-in hybrids by the end of 2015. Energy Secretary Ernest Moniz admitted the US won't reach the goal, saying, "We're going to be a few years after the president's aspirational goal of the end of 2015, but I think that we are within a few years of reaching that goal." Green car analyst Alan Baum projects the 1 million EV milestone will be met in 2018. Read more at Hybrid Cars. Hyundai and the South Korean government plan to create a hub for fuel cell technologies. Hyundai and Kia will give up unused patents to automotive startups focused on fuel cells at a recently launched innovation center in Gwangju. "Hyundai Motor will offer substantial assistance in the whole process of corporate growth ranging from the development of ideas to industrialization to making inroads into global markets," says South Korea's President Park Geun-hye. Set to be built along the Thames embankment, the system of cycling lanes could help encourage more people to ride their bikes, reducing automotive traffic congestion and relieving pressure on other transit networks. Opponents are upset that the cycling highway will increase driving time across the city, and call cyclists a "loud minority," whose numbers doesn't justify the new lanes. Read more at Treehugger. Kansas and Nebraska are joining the challenge against the EPA's new ethanol emissions rules. The EPA's Moves2014 regulations seek to reduce automotive sulfur emissions by 60 percent, but, says Kansas Attorney General Derek Schmidt, the ethanol emissions measurement model is faulty and was adopted without public comment or review.

Hyundai poaches BMW M engineering chief to lead new performance division

The Hyundai Motor Group may be getting more serious about its performance credentials, but in order to realize its goal of making more serious performance machinery, it's going to need the expertise to get there. Fortunately that's just what it's acquired in hiring Albert Biermann. The former chief engineer at BMW M GmbH, Biermann has been working for the Bavarian automaker for over three decades now, and since his appointment as Vice President of Engineering at the M division, was most recently responsible for developing the latest M3, M4 and M6 – not to mention bridging the gap between BMW's standard models and its M lineup with the M Performance range. But now the 57-year-old German has been named the Korean group's new head of Vehicle Test & High Performance Development. In his new job, Biermann will be based out of Hyundai's R&D center in Namyang, South Korea, and will be tasked with "the development of new high performance Hyundai and Kia models" while also working to improve the two brands' ride, handling, safety, reliability and NVH reductions. The appointment makes Biermann the second high-ranking German executive the Korean automaker brought on board, after chief designer Peter Schreyer. Although Hyundai recently shut down its US racing program with Rhys Millen Racing, it has embarked on an ambitious assault of the World Rally Championship, and recently opened a test center at the Nurburgring with an eye towards launching a new N performance line that sounds like it'll be right up Biermann's alley.
