Feds open investigation into recall of 1.7M Hyundais, Kias

US safety regulators have opened a formal investigation into the recall of nearly 1.7 million vehicles by Hyundai and affiliate Kia over engine defects, according to filings published Saturday. A South Korean whistleblower reported concerns last year to the National Highway Traffic Safety Administration (NHTSA), which will probe the timeliness of three recalls carried out in the United States and whether they covered enough vehicles. Fines could be imposed on the automakers if the NHTSA determines the recalls were not conducted properly. The agency did not immediately comment on the probe. A Hyundai spokesman in Seoul the company "has conducted recalls in compliance with US regulations and procedure" and will "sincerely" cooperate with the investigation. In 2015, Hyundai recalled 470,000 U.S. Sonata sedans, saying engine failure would result in a vehicle stall, increasing the risk of a crash. At that time, affiliate Kia did not recall its vehicles, which share the same "Theta II" engines. Kim Gwang-ho, then an engineer at Hyundai, flew to Washington in August 2016 to tell NHTSA the companies should have recalled more vehicles over the problem, citing an internal report. He also reported several alleged safety lapses to both U.S. and South Korean authorities. On March 31, Hyundai expanded its original U.S. recall to 572,000 Sonata and Santa Fe Sport vehicles with "Theta II" engines, citing the same issue involving manufacturing debris, the NHTSA said. On the same day, Kia also recalled 618,160 Optima, Sorento and Sportage vehicles which use the same engine. The recall, which was also conducted in Canada and South Korea, cost the duo 360 billion won ($322.40 million). "TIMELINESS AND SCOPE" According to the filings published Saturday, the agency opened a probe May 18 into "both the timeliness and scope" of the "Theta II" engine recalls and their "compliance with reporting requirements." In August 2014, Hyundai agreed to pay a $17.35 million fine to settle a NHTSA investigation it delayed the recall of 43,500 Genesis cars to fix a brake defect linked to two injuries. NHTSA said in 2014 Hyundai "must change the way they deal with safety-related defects." Hyundai vowed to make improvements to how it handled safety issues after the fine. In 2015, the company retained former U.S. Transportation Secretary Ray LaHood as an adviser on safety issues.

Washington Governor Jay Inslee wants extend tax breaks for EVs past the July 1 expiration date. He also calls for looking into allowing EVs use of carpool lanes and creating charging infrastructure. Novozymes says it has an enzyme solution, called Eversa, that can make biodiesel from waste oils. The technology converts the vegetable oils used by the food industry into usable fuel. The enzymatic process is said to be cheaper and safer than chemical processes with fewer harmful byproducts, and can handle higher levels of free fatty acids. The process is safer than others, says Novozymes' Frederik Mejlby, due to the lack of required high temperature and pressure, and that the "organic nature and mild process conditions do not generate toxic components as in some chemical biodiesel processes." Read more in the press release below. The USDA has announced funding of advanced biofuels and the bioeconomy. The USDA is providing $5.6 million in grants to advanced biofuel producers, as well as an additional $4 million toward a bioeconomy to reduce dependence on foreign oil. The funds come from the USDA's Advanced Biofuel Payment Program, which is part of the 2008 Farm Bill. The biofuel sources targeted are, in particular, crop residue, animal, food and yard waste, vegetable oil and animal fat. Read more in the press release below. Hyundai will be offering the Tucson Fuel Cell for lease in Canada. Beginning in early 2015, the hydrogen vehicle will be available to customers in Vancouver, British Columbia. It's the first hydrogen vehicle from a major automaker in the country. Hyundai pushes on with development of delayed i20 WRC

It's a pretty big deal when a major automaker joins a top-flight racing series, and so it was when Hyundai entered the World Rally Championship with the i20 WRC last year. And while delays have postponed the arrival of its replacement, development presses on. For those unfamiliar, the i20 is Hyundai's rival to the likes of the Volkswagen Polo and Ford Fiesta for Asian, European and other overseas markets. The Korean automaker introduced a new version of the i20 late last year, including a new three-door version that was supposed to serve as the basis for the new rally machine, but production delays meant Hyundai couldn't homologate the rally version before the end of this season as originally planned. So instead it will base the new competition machine on the five-door version and aim to launch it in time for the start of next season. "We had hoped to introduce the car later this season but unfortunately an issue with the homologation schedule - related to production of the three-door road version – will delay our programme," said Hyundai Motorsport chief Michel Nandan. "We have therefore opted to continue focus on the five-door version of the New Generation i20 WRC which will compete at Rallye Monte-Carlo next year." In the meantime, as you can see from the photos above, development continues apace. Test driver Kevin Abbring and his co-pilot Sebastian Marshall are being charged with its shakedown, along with Thierry Neuville and Nicolas Gilsoul – the same duo that won the 2014 Rally Germany and which are currently ranked third in the 2015 World Rally Championship after placing second at round two in Sweden. They'll have to make do with the current car for the rest of the season, which continues with the fourth round later this month in Argentina.
