U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Hyundai leased 70 Tucson fuel-cell vehicles in first year

Since going on sale in the early summer of 2014, Hyundai has leased around 70 of its hydrogen fuel-cell-powered Tucson CUVs. That's the number that Mike O'Brien, Hyundai's vice president of corporate and product planning, revealed at a green vehicle event in Huntington Beach, CA, this week. There's a reason for the low number, O'Brien said. "Of course, everybody asks 'Why 70?' and it's basically tied to the number of fuel stations that are available," he said. "We were the first to actually pass over ownership of the vehicle, it's not a test program. It helps people put their money on the table, and they lease the car from us and it's their car. The customers that we've leased the vehicle to are ones that live close to a fuel station. "Right now there is less than 10 in the state of California. By the end of this calendar year, there should be in the mid-20s. And then, of course, under Gov. Jerry Brown's $200 million towards construction, I believe about 100 stations [will come online] through the end of the next couple of years. As those stations get built out, we're taking more and more applications for vehicle sales." In January 2014, O'Brien told AutoblogGreen that 88,000 people had expressed an interest in owning a fuel-cell Tucson. O'Brien said that Hyundai needs the customers to be close to a hydrogen station so that driving the car feels similar to what they're used to doing. "We just want to make sure there is a satisfying experience of ownership, and that's the most important thing, to make that their ownership experience matches what they've experienced with a gasoline car," he said. The Hyundai Tucson Fuel Cell can be leased for $499 a month, which includes free refueling. Hyundai-Kia forecasts slowest sales growth in 8 years

Even with the arrival of the new Hyundai Genesis Sedan (above) and the expected introduction of at least two other new vehicles in 2014, Hyundai-Kia is estimating its sales will only increase by about 4.1 percent this year. Bloomberg has found that figure, which works out to a total of 7.86 million vehicles worldwide, to be lower than average analyst estimates of eight million vehicles. If the automaker is correct, that figure will represent the most sluggish growth for the Korean brands since 2006.
Based on an exchange rate of 1,050 won to the dollar - right now it's trading at anywhere from 1,050 to 1,052 depending on where you look - Hyundai is predicting a 3.8-percent uptick for sales of 4.9 million units, while Kia is expecting a 4.7-percent uptick for sales of 2.96 million units. That exchange rate is predicted to be part of what will hamper sales this year, with a stronger South Korean won making Japanese cars more price-competitive when cross-shopped. It's unclear how Hyundai derived its exchange rate, but 1,050 won to the dollar almost matches the 52-week high for all of 2013.
The company chairman mentioned a "low growth era" in the world economy, and weaker US sales are rumored to at least part of the reason John Krafcik recently vacated the post of Hyundai Motor America CEO, a post that has been filled by executive vice president of sales, David Zuchowski. That unexpected news capped a year in which two top execs resigned over quality issues and recalls and Hyundai agreed to settle a consolidated lawsuit over inflated fuel economy ratings for $395 million.
