Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. Volkswagen says EV ranges over 300 miles aren't too far in the future. Plug-in hybrids are merely a bridge to all-electric mobility becoming more practical for people who need to travel longer distances, according to Dr. Heinz-Jakob Neusser, Volkswagen's head of powertrain development. Energy density is increasing rapidly in new batteries. Speaking about the e-Golf, Neusser says, "I expect the next generation in 2015-17 will increase to around 300 km [186 miles] and the following step will be around 500-600 km [310-372 miles]." BMW is offering higher incentives for the all-electric i3 than the range-extended version. More buyers are opting for the i3 REx, with its 78 extra miles of range. So, to move the standard i3 (which is already cheaper), BMW is offering $2,000 in incentives for October - double what is offered for the i3 REx. The added incentives help close the price gap between the BMW and other EVs with similar ranges. The deals won't last long, though. Honda is changing its research and development process for all cars after a series of Fit Hybrid recalls. The hybrid version, which makes up more than half of all Fit sales in Japan, was the subject of four recalls within nine months. In response, Honda will change the way it develops cars worldwide, with one extra "gate" to pass in the process. Honda will do prototype testing earlier in the research process to see how separately developed components work together before moving onto the car's development phase. Honda spending $13.8 million on hydrogen infrastructure with FirstElement

Honda is partnering with FirstElement Fuel to increase the number of hydrogen refueling stations in California. The two have signed a letter of intent to provide $13.8 of financial assistance that, with some state money, could let FirstElement build "at least 12 stations." This is the second OEM that FirstElement is working with to install H2 stations in California. It signed a deal worth an unspecified amount with Toyota to help build 19 stations. State officials in California have said they are willing to spend $100 million to $200 million to build 100 hydrogen stations in the next few years. Honda says that FirstElement could build "at least 31" or them thanks to automaker and government investment. At some point after March 2016, when its new fuel cell car will go on sale in Japan, Honda will start selling the production version of the FCEV in the US. Honda hasn't disclosed a price, but the fuel cell stack has a power density of 3.1kW/L and a range of 300 miles, combined with a refueling time of three to five minutes. The vehicle is Honda's next step to its target of a 30-percent reduction (based on 2000 levels) in CO2 emissions by 2020 from its US vehicles. Earlier this year, FirstElement said that it expects hydrogen stations to become profitable in about five years.
