Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. New Land Rover Defender aces Euro crash tests

While the 2020 Land Rover Defender has not yet been crash-test by U.S. safety agencies such as NHTSA or IIHS, we do now have results for Europe's NCAP crash tests and accident-avoidance tests, where the Defender earned the top rating of five stars. The Defender model used for NCAP testing was the 110 variant with right-hand drive. The NCAP regimen includes several different crash tests: an offset front crash test into a moveable barrier with both the vehicle and the barrier traveling at 50 km/hr (31 mph), a front crash test into a full-width fixed barrier at 50 km/hr (31 mph), a side-impact crash test with a barrier traveling at 60 km/hr (37 mph) hitting the driver's door, and a side-impact test where the car strikes a pole at 32 km/hr (20 mph). The Defender's scores for the adult occupant and for a child occupant were both 85%. Additionally, the agency looks at the severity of injuries of the vehicle striking a pedestrian, taking data for a pedestrian's head hitting the hood, and their upper and lower leg being hit by the front of the vehicle. There is also testing of the vehicle's automatic emergency braking system's ability to avoiding hitting a pedestrian and a cyclist under various scenarios. The efficacy of active-safety systems for avoiding collisions with other vehicles is also tested. The Defender's score for protecting pedestrians and cyclists was 71%. The driver assists scored 79%. Results for several European-market cars were released together with those for the Defender, the most noteworthy of which was for the Honda E. The electric city car fared less well than the big Land Rover, garnering a score of four stars overall. In the same battery of test, the Honda E scored 76% for adult occupant protection, 82% for a child occupant, 62% for protecting pedestrians and cyclists, and 65% for its driver assists. Junkyard Gem: 1995 Acura Integra SE Sport Coupe

When Honda introduced the Acura brand to North America for the 1986 model year, there were just two models we could buy here: the Legend luxury sedan (developed in partnership with Rover and sibling to the Sterling 825) and the Civic-based Integra. Most Integras we've seen on the street for the last couple of decades have been the third-generation models sold from the 1994 through 2001 model years, and — like their Civic counterparts — plenty of them have held together well enough to rack up impressive mileage totals. Here's a '95 Integra SE coupe that came close to the 350,000-mile mark during its 27 years on the road, found in a Northern California self-service yard a couple of weeks back. In 1995, the SE trim level was near the top of the American Integra hierarchy (just below the soon-to-be-famous GS-R), priced at $19,890 for the Sport Coupe three-door with five-speed manual transmission. That's about $35,895 in 2022 dollars. Hey, Emperor Akihito's daily-driver was a '91 Honda Integra sedan, so that's a lot of prestige for the price (yes, yes, the Emperor of Japan rides in the back of a Toyota for official duties, but we never could buy a new Toyota Century here). With the Special Edition, you got all the luxury features of the mid-grade LS (including power moonroof, air conditioning, cruise control, and anti-lock brakes) plus 15" alloy wheels, fat Michelin tires, a big decklid spoiler, and a six-speaker AM/FM/cassette audio system. The GS-R's 1.8-liter VTEC engine made 170 horsepower in 1995 (having swapped a '96 GS-R engine into a '92 Civic hatchback, I can tell you it's a pretty wild powerplant by middle-1990s standards), but the non-VTEC version that went into the saner Integras was rated at just 142 horses. The Civic Si that year had a mere 125 horsepower and far less luxury than its wealthier Integra brother, but it also cost just $13,450 (about $25,160 today). These cars were built very well and lasted for decade after decade if not abused, and this car benefited from owners that took good care of it. Unfortunately, the craze for hot-rodded Hondas really got rolling in the middle 1990s, and many of these cars met unhappy endings involving crashes and/or exploded engines. It wasn't many years ago that a car like this would have been stripped clean by junkyard vultures within hours of landing in a California self-serve car graveyard.
