Hawaii is first state to sue Takata

Hawaii became the first state to sue Takata Corp. alleging the company knowingly sold potentially defective airbags in a suit filed May 13. The state also claims Takata covered up data showing the airbags were a danger and then delayed recalling them. Hawaii also named Honda Motor Co., which owns part of Takata, and Honda's US affiliates, American Honda Motor Co., and Honda of America Manufacturing Inc., in the complaint. The state claims Takata switched to lower-cost ammonium nitrate for its airbag inflators, despite internal testing that the propellant was "unpredictable and prone to explode." Hawaii, which brought the suit through its Department of Commerce and Consumer Affairs Office of Consumer Protection, is seeking the maximum civil penalty of $10,000 per violation. It also wants Takata to make restitution to owners, run an educational campaign to spur owners to get their cars fixed, and repay profits made from the faulty airbags. Faulty Takata airbags have killed 13 people and are estimated to have injured more than a 100 more. NHTSA says 28.8 million vehicles with the airbags have been recalled, and potentially 40 million more may need to be recalled. Daimler, Toyota, BMW to lead $10-billion hydrogen investment

Daimler, BMW, and Toyota are leading a group of 13 companies pledging to invest more than $10 billion during the next five years to spur enough infrastructure-building and technology advancements to get more of the general public to buy hydrogen fuel-cell vehicles. The automakers, which also include Honda and Hyundai, as well as companies such as Shell, AirLiquide, Linde Group, and Total SA, are part of what they're calling the Hydrogen Council. The group made its announcement in Davos, Switzerland, on Tuesday. The Hydrogen Council will pledge to accelerate its rate of hydrogen-related investments, which currently stand at about $1.5 billion annually. The coalition says its work represents a continuation of the 2015 Paris Agreement, in which many of the companies agreed to address the issue of climate change. The group says that hydrogen, which emits water vapor when used in fuel-cell vehicles, "can play an important role in the transition to a clean, low-carbon, energy system." The Hydrogen Council also vowed to push global governments to accelerate public investment in hydrogen-related infrastructure. Relative to other drivetrain technologies, hydrogen fuel-cell vehicles are in their relative infancy in terms of adoption because of the high cost of both building fuel cell vehicles and setting up a hydrogen-refueling infrastructure. Toyota is the only automaker that sells a production fuel-cell vehicle in the US. The Japanese company, which introduced its Mirai domestically in late 2015, sold 1,034 of them in the US last year. Daimler subsidiary, Mercedes-Benz, used Tuesday's announcement to remind people that it would start selling its GLC plug-in hydrogen fuel-cell crossover this year. There are only 33 publicly accessible hydrogen refueling stations in the US, including 30 in California, and one each in Connecticut, Massachusetts, and South Carolina, according to the US Department of Energy. By comparison, there are more than 15,000 electric-vehicle charging stations with almost 40,000 outlets in the US. Junkyard Gem: 1997 Acura 1.6 EL

Drivers from Mexico or Canada who take their cars across the border into the United States may drive them legally here for one year, after which they must drive back home or go through a registration process that ranges from arduous to impossible, depending on the state. As a result, quite a few Canadian- and Mexican-market cars end up marooned and un-registerable here, and I find some of them during my junkyard travels. Today, we've got a Canada-only Acura that showed up in a Northern California boneyard recently. I'm always looking for junkyard odometers with very high final readings (right now a 631k-mile Volvo 240 holds the record), and at first glance I though I had come across a Civic sedan with nearly 450,000 miles. Then I noticed the metric speedometer and realized that I was looking at a non-US-market car. 448,538 kilometers is 278,709 miles, by the way. A look at the build tag and emissions stickers showed that this car was built and sold in Canada. I'd found a second-generation Acura EL in a Colorado junkyard a few years back, so I knew that I'd just found a first-generation EL. Like its Acura Integra contemporary, the Acura EL was based on the Honda Civic. It replaced the Integra in Canada for 1997 and production continued through 2005. It differed somewhat in appearance from the Civic and had a nicer interior but was mechanically nearly identical to the US-market Civic EX sedan. A version for the Japanese market was built in Canada and exported across the Pacific as the second-generation Honda Domani. The engine is a 1.6-liter SOHC four-banger with VTEC, rated at 127 horsepower and 107 pound-feet. This one appears to be a loaded EL Premium, with the optional four-speed automatic. List price would have been C$22,000, or about $30,676 in 2023 United States dollars (using the exchange rate for June of 1997). The decklid had an EL-only spoiler, so a local Honda expert must have bought it for a Civic sedan. Since this car was old enough to be federally legal under the 25-year rule, it could have been registered legally in some US states… but California's strict emissions regulations would have made the process too difficult to be worth undertaking on a near-300k-mile machine that isn't particularly exotic.
