Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. 2016 Honda Civic pricing leaks, starts at $18,680 [UPDATE]

You'll have to wait a little longer for your hot Civic pricing news. The tenth-generation Honda Civic ranks among the most anticipated new models on the way this year, especially after seeing the concept for the design at the New York Auto Show. Now, we might be getting an idea of what the compact actually offers from two leaked spec sheets. According to info posted on 10th Civic Forum, the 2016 Civic Sedan LX starts at $18,680, which is just $190 more than the same trim for the 2015 model. For that, buyers reportedly get standard features like LED running lights, LED taillights and a five-inch touchscreen infotainment system. The SE (Sport) trim upgrades the suspension for $19,995. The EX includes full LED headlights for $21,200, and the EX-L adds leather upholstery for $22,885. A separate sheet purportedly details the coupe, which comes standard with the sport suspension. The base price is the same as the sedan. The EX starts at $20,145, and the EX-L is $22,870. Oddly, both of these sheets only mention the CVT, rather than the previously announced six-speed manual, but they do detail two engines. There's a 2.0-liter four-cylinder with 165 horsepower and 145 pound-feet that can reportedly get to 60 miles per hour in 7.9 seconds. Fuel economy is listed here as 40 mpg highway, 34 mpg city, and 35.5 mpg combined. There's also the 1.5-liter turbocharged four-cylinder, and this document suggests that it has 167 hp and 191 lb-ft and can get to 60 in 7.6 seconds. Mileage is shown as 41 mpg highway, 35 mpg city, and 37.5 mpg combined. Both mills are pretty good upgrades over the 143 hp and 129 lb-ft from the current 1.8-liter four-cylinder in the Civic. As leaked documents, we can't be entirely sure how valid any of these numbers are, so take them with a grain of salt for now. Recharge Wrap-up: Innova EV Car Share, Mercedes to use CO2 A/C

Called Innova EV Car Share, the program is designed for college campuses, and uses the Innova Dash neighborhood electric vehicle and solar charging stations. ABB chargers will connect to the Microsoft Azure cloud, allowing for smarter charging as infrastructure expands. "Platform performance and stability are critical differentiators for the successful operation of a modern, data-dependent EV charging station," says ABB's Pekka Tiitinen. "By partnering with Microsoft, ABB will be able to offer best-in-class operations as well as innovative advanced services - what we call the Internet of Things, Services and People." The AC charging stations, called the Honda Power Chargers, will help power a fleet of Fit EVs on the remote islands as part of a pilot test. The Marshall Islands must import most of their energy supplies, so solar-powered mobility would help provide some self-sufficiency and cost savings. Honda, the Marshall Islands government, and the Japanese Ministry of Economy, Trade and Industry will use the experiment to determine if it would be worthwhile to expand the solar-powered charging infrastructure. The European offerings of the S-Class and E-Class will be the first to use a CO2-based air conditioning system. The use of CO2 requires a redesign of much of the system, as it requires a much higher pressure than other refrigerants. The automaker will use the HFO-1234yf refrigerant in its other vehicles.
