Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Honda goes big for bikes: Concept CB, Super Cub [w/video]

Unlike similar many major automobile shows around the world, the Tokyo includes a significant number of motorcycles in addition to the new, four-wheeled vehicles on display. Showing its standing as a major player in the two-wheeled world, Honda has quite of slate of intriguing concept bikes at the show this year. With its futuristic, razor-sharp styling, the Neowing concept wouldn't look too out of place in a sci-fi anime. However, the bike's layout lets it lean into turns, while still offering riders three-wheeled stability. Power comes from a flat-four engine with hybrid assistance. Honda also takes its little Grom 50 motorcycle and adds some dirt bike aesthetics. The Scrambler Concept-One does that with vintage-inspired details like the pads on the tank and holes in the muffler guard. Meanwhile, the Scrambler Concept-Two goes for a more modern look and some military-inspired green paint. For another retro look, the company also imagines two new versions of the classic Cub. The EV-Cub Concept replaces the engine with an electric motor for short-distance commuting. Alternatively, the blue Super Cub Concept sticks with gasoline for fuel but tries to get the best economy possible for longer rides. Finally, the CB Concept updates the already classically inspired CB1100. Up front, the headlight now uses an LED, and the air-cooled inline-four gets a new, two-chamber exhaust to replace the current three-chamber design. Acura built just 91 examples of the ILX last month, here's why

The short life of the Acura ILX has been vexed by one glaringly odd standard equipment choice, mediocre reviews, getting outsold by its competition as it posted slower-than-projected sales and a pledge by Honda to upgrade its supposedly upgraded offering. Therefore, when Automotive News reports that just 91 of the Civic-based Acura sedans were manufactured last month - after a string of production months in double-digits - it would be easy to press the button for the alarm bells.
But that would be hasty, because it is actually the 2013 Honda Civic that is crimping the production pipeline of the ILX. The vastly higher sales numbers of the Honda meant that all three North American plants that produce it needed to crank up output to satisfy dealer inventory needs, including the Greenburg, Indiana plant that makes both the Civic and the ILX. As the classic guns-vs-butter Economy 101 lesson taught us - in which making more of one necessarily means making less of the other - well, the Civic is the gun.
Honda prepared for this eventuality by cranking out the Acuras while it got ready for Civic production. The ILX has held steady at about 500 units shy of company projections every month, and the current inventory represents about 90 days worth of sales. That makes Greenburg's ostensibly low numbers in line with the realities of the ILX, and the situation probably won't change much as Acura gets ready for the improved 2014 ILX.
