Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. I'm senior editor Greg Migliore and this is your Autoblog Minute Weekly Recap. FCA reached a tentative labor agreement with UAW leadership. The major focus of the new deal reportedly includes: the eventual elimination of the two-tier pay scale [00:00:30] and pooling worker health care. Now that a leadership agreement is in place, the deal will be sent to FCA's rank-and-file. FCA has about 36,000 hourly employees. We got a first look at the interior and exterior of the 10th-generation Civic. Honda expects the new sedan to dominate the C-segment when it hits dealerships later this fall. Civic coupe, five-door hatchback, Si and Type R will all come later. The 2015 Frankfurt Motor Show is in the books and there was a lot of news to get excited about. [00:01:00] Porsche introduced a fully electric concept car in the Mission E. If they make this car, Porsche could give Tesla nightmares. We also saw SUVs from Jaguar and Bentley. There were two beautiful Italian convertibles from Ferrari and Lamborghini. Meanwhile, Mercedes introduced a concept of their own in the IAA - a vehicle that experiments with adaptable aerodynamics. Honda recalling small number of Accord, CR-V models

This latest recall may not be a very big one, but it does strike us as an important one. Issued by Honda, the recall affects the 2014-15 Accord (specifically those equipped with the four-cylinder engine) and the 2015 CR-V, but only 137 of them. Those 137 vehicles, however, will need to have their short blocks replaced. What is a short block, you ask? Nope, it's not a chopped-down version of a big block: it's the engine block itself plus all its internal components, but short of any appendages that make it run. (That'd be a long block.) The problem, according to the manufacturer's statement below, stems from bolts – specifically the connecting rod bolt – that may have been improperly torqued during assembly. There's a system that's supposed to check that, but Honda reports that it "may not have identified improperly torqued bolts in a specific group of engines." Hence the recall. Owners of those few vehicles affected can expect to hear from the manufacturer to arrange bringing their vehicle into their local dealership to have the engine replaced, free of charge. Statement by American Honda Regarding Connecting Rod Bolt Recall: 2014-2015 Honda Accord 4-cylinder; 2015 Honda CR-V Mar 9, 2015 - TORRANCE, Calif. - 137 model-year 2014-15 Accord 4-cylinder and 2015 CR-V vehicles affected in the U.S. - Engine short block will be replaced in affected vehicles, free of charge - No related crashes or injuries have been reported Honda will voluntarily recall 137 model-year 2014-2015 Accord 4-cylinder and 2015 CR-V vehicles in the United States to replace the engine short block, free of charge. During engine assembly, an automated system that verifies engine connecting rod bolt torque may not have identified improperly torqued bolts in a specific group of engines. An improperly torqued connecting rod bolt could come loose, leading to potential engine damage and stalling, which could contribute to a crash. No crashes or injuries have been reported related to this issue, which was discovered through a warranty claim review process. Honda is announcing this recall to encourage all owners of affected vehicles to take them to an authorized dealer as soon as they receive notification of this recall from Honda. Mailed notification to customers will begin in late-March. In addition, owners of these vehicles can determine if their vehicles require repair by going to www.recalls.honda.com or by calling (800) 999-1009, and selecting option 4.
