Honda finance to pay $24M for discriminatory lending practices

Honda has found itself in hot water in the United States over allegations of discriminatory lending practices. However the Japanese automaker's American subsidiaries are taking actions to not only alter its practices, but compensate the victims of such past discrimination. According to the Consumer Financial Protection Bureau, some Honda dealers were found to have offered less preferential loans to customers of African-American, Hispanic, Asian, and Pacific Islander ethnicities than they have offered to white customers, irrespective of their individual financial situations. The American Honda Finance Corporation has allowed dealers to mark up individual loans by two percent or more, depending on the length of the loan's contract, thereby opening the door for dealers to set interest rates at their discretion. And that discretion, according to the CFPB and the Department of Justice, has been applied in a discriminatory fashion, in violation of the Equal Credit Opportunity Act. Honda, for its part, refutes the allegations and maintains that its practices have not been racially or ethnically discriminatory. The company is nevertheless taking measures to address the charges. For one thing, Honda's US financial arm is reducing the amount of wiggle-room it gives its dealers to only 1.25 percent above the buy rate for short-term loans (5 years or less), and one percent for longer-term loans. It has also set up a $24-million fund to compensate victims of the alleged discrimination, coordinating with the CFPB on the dispersal of said funds. The CFPB reports that "because of Honda's responsible conduct," it is not seeking penalties to be levied against the company for the alleged discrimination. That's the crux of the commentary from a Southern California gentleman who's been tooling around in a Honda FCX Clarity hydrogen fuel-cell electric vehicle since 2005. Jon Spallino, the first "retail customer" to lease the Clarity, tells The Wall Street Journal that he enjoys "everything about the car," including the peppy acceleration from the car's electric powertrain. The added bonus, of course, is the fact that the car's emissions are nothing more than water vapor. He pays $600 a month to lease the car, including the hydrogen refueling costs, and says he can go about 230 miles on a full tank. The flipside is the paucity in hydrogen refueling stations, which is understandable considering that they cost an estimated couple million dollars a pop to open. It's no accident that Spallino is one of the early hydrogen drivers, though, since there are eight public refueling stations in Southern California (and one in Northern California), more than any other state, according to US Department of Energy records. The only other public station is in South Carolina, so road trips are tough. Spallino, a resident of Redondo Beach, joins higher-profile folks such as actress Jamie Lee Curtis and former pro hockey player Scott Niedermayer among those who've gotten the opportunity to lease the super-low-volume fuel-cell vehicle. Before diving deep into the presentation for the 2016 Civic Sedan, Honda reps reminded us that the last generation of the car sold very well, thank you. Launched for the 2012 model year, and conspicuously updated for '13, the ninth-generation of Honda's Everyman Sedan was dinged in the media for its lack of innovative powertrains, a drop in refinement relative to the newest competitors, and generally staying the course instead of blazing a trail. That Civic still sold hundreds of thousands of copies. But at the presser for this new car, the sense of relief in moving forward, and excitement about the future, was palpable. Striking up the band and fawning over a new car is the job of Honda's staff, of course, but after driving the '16 Civic for myself, it was clear why the gushing seemed so genuine. This is a new machine, soup to nuts, built to draw crosshairs on the best compact cars in the world. To do that, Honda prioritized overall refinement, the steering experience, a quiet cabin, and high-speed stability as areas in which the tenth-gen car must excel. Those are new areas; the company accepts that things like excellent fuel economy and safety are elemental parts of any Civic by now. Having driven the current version of most every competitor, I set out to see if Honda could make good on that lofty and diverse set of goals. The new Civic powertrain lineup gives the model an immediate leg up. For 2016, Honda is bringing two new four-cylinder engines to the game: a naturally aspirated 2.0-liter, and a turbocharged 1.5-liter. I got a small sample of the 2.0L engine – it's generally up to the task of carrying Civic sales in bulk – but I spent most of my day with the more exciting 1.5T. (That's mostly what Honda brought along; the engineers are clearly proud of this motor.) The top three trim levels will include the 174-horsepower, 162-pound-feet turbo engine, connected to a continuously variable transmission. The added power makes sense for the more expensive versions of this car, as the easy acceleration it offers is a real luxury. Most drivers will appreciate that there's less "turbo-y" feeling to this engine than just about any I've ever experienced. Full torque output starts at 1,800 rpm – and sticks there right up to the 5,500-rpm horsepower peak – but there's no drama around the power coming on.
