Former NHTSA chief may lead automaker-backed Takata investigation

An automaker-led effort may see the former head of the National Highway Traffic Safety Administration take on the probe into the Takata airbag inflator disaster. A coalition of at least ten automakers is in talks with former NHTSA administrator David Kelly, with unnamed sources familiar with the discussions telling The Wall Street Journal he is "among those we are considering to coordinate" the investigation.The Detroit News, meanwhile, is reporting he could be hired "in the coming days." Takata, the Japanese seatbelt and airbag manufacturer, has been the center of a defect scandal since last year. Takata is under fire for air bag inflators that can explode, shooting out metal and plastic pieces. At least five deaths and dozens of injuries have been linked to the problem worldwide. Earlier this year, Honda Motor Co., the automaker with the biggest exposure to the defective Takata air bags, was fined $70 million in the U.S. for not reporting to regulators some 1,729 complaints that its vehicles caused deaths and injuries, and for not reporting warranty claims. It was the largest civil penalty levied against an automaker. Should he take the role, Kelly would be at the fore of an investigation being assembled by an alliance of ten automakers, which includes the Detroit Three and Honda. Toyota first suggested a joint investigation back in December, The Journal reports. Kelly's goals, meanwhile, will be many. The Detroit News reports that questions abound regarding not only the recalled airbag inflators and the conditions that cause them to fail, but the whether the replacement units will have similar problems in the future. The automaker committee is far from the only one analyzing the airbag issue. Takata has assembled its own panel, led by former Secretary of Transportation Samuel Skinner, while NHTSA's deputy administrator, David Friedman, has brought in an outside engineering firm to investigate the inflators, The Detroit News reports. Separately, on Friday Takata Corp., the Japanese seatbelt and air-bag maker at the center of a defect scandal, is expecting more red ink for the fiscal year through March. It is projecting a 31 billion yen ($264 million) loss, worse than the previous forecast for a 25 billion yen ($214 million) loss, despite higher sales expected for the fiscal year. Ten automakers have recalled about 12 million vehicles in the U.S. and about 19 million globally for problems with the air bags.

Honda, GM supposedly working together on PHEVs, autonomous cars

Back in 2013, Honda and General Motors announced that they would work together on hydrogen fuel cell vehicles (pictured). The stated goal was to develop "commercially feasible fuel cell and hydrogen storage" for around 2020, but there was no discussion at the time that any actual H2 vehicles would come out of the program. Things are evolving with that partnership, maybe. There are rumors circling this week that the two automakers are now working together on plug-in hybrid vehicle technology and autonomous technology. The supposed new facet to the GM-Honda partnership doesn't just focus on a powertrain, reports The Yomiuri Shinbun, but also in getting suppliers to lower prices because now you have two automakers ordering parts together. Building plug-in hybrids and fuel cell cars together might be a thing, too, Yomiuri says. The 2013 hydrogen partnership was made between two leaders in the field (the announcement press release talks says, "GM and Honda rank No. 1 and No. 2, respectively, in total fuel cell patents filed between 2002 and 2012." But if these new rumors are true, then it's more of a bit of catch up for Honda (which had a great but unsuccessful car in the Accord PHEV) while GM gets more tech to better challenge Toyota. That's how the Yomiuri presents it, anyway. A Honda spokesperson told AutoblogGreen that, "Honda and GM's collaboration in the co-development of next generation fuel cell systems is making good progress. Engineers are discussing how we might expand the relationship utilizing each other's strengths, but there is no fixed plan regarding specific areas or timing." Zipcar, Honda announce OneWay carsharing with 2015 Fit

Zipcar has been around for over a dozen years, and now shares more than 10,000 cars on a short-term basis with 850,000 members around the world. But there's been one thing missing from the carsharing giant's quiver of options: the one-way rental. That changes today. For a select few in Boston, anyway. OneWay's Boston launch is so soft that Zipcar says it's not even sure how much it will charge. Zipcar has announced a new one-way carsharing option called (annoyingly) ONE>WAY. This new program soft launches in Boston today, and it's so soft that Zipcar says it's not even sure how much it will charge drivers who use the new service. What we do know is that OneWay exclusively uses the 2015 Honda Fit and will allow drivers to rent by the half hour as they pick up and drop off in two different locations. The standard Zipcar model requires the cars to be brought back to the original location and has a one-hour minimum. At least one membership fee will cover both standard Zipcar and Zipcar OneWay. The introduction of shorter-term, one-way rental may sound a bit like Car2go, the successful carsharing program started by Daimler. Zipcar representatives told AutoblogGreen that it did develop OneWay in response to member demand and that there are two main differences between the two carsharing services. First, since OneWay still uses the traditional reserved-for-Zipcar parking spot method (new ones will be established for OneWay), there will always be a guaranteed space when you arrive at your destination. Second, the Fit has a lot roomier than the Smart ForTwo used by Car2go. To see this point in action, check out the four happy hipsters in Zipcar's new ad for OneWay below. There are currently other Fits in Zipcar fleets in other cities, but the specially branded vehicles in the Boston trial program will need to be used with the OneWay vehicles. That means, for now at least, that users will specify a pick-up and drop-off location before renting the vehicle, said Kaye Ceille, the president of Zipcar. The 30-minute minimum might also someday be changed, depending on user feedback. There's a lot up in the air right now, but Zipcar did say that despite the fact that OneWay is intended for short trips and has reserved parking, the Fit EV will not be involved. That car simply doesn't offer the cargo flexibility that the standard Fit does and some of the reserved parking spots will be on the street, where putting in a charging station isn't feasible.
