Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. FIA levels F1 playing field for Honda

Formula One may place a high emphasis on technical innovation, but it also demands an equal playing field. So after the FIA regulations handed Mercedes a technical advantage for next season, a loophole was opened up to allow Ferrari and Renault to update their engines throughout the year. That left engine-supplier-to-be Honda in the dust, but now the motorsport governing body has awarded the Japanese automaker the same courtesy. As is often the case, the issue revolves around the specific wording of the regulations. Ferrari and Renault successfully argued that, contrary to its spirit, the letter of the law (or regulations, in any event) didn't actually specify when existing engine suppliers had to complete their revisions for the upcoming championship. The thing is that the rules were more clear when it came to new suppliers, so Honda was told that it would have to complete its design before the start of the season – unlike Ferrari, Renault and Mercedes, which would be allowed to continue development (albeit on a limited basis) throughout the year. Recognizing the inherent injustice of the resulting regulations, the FIA has consented to Honda's request that it be afforded the same opportunities as its rivals. The Japanese manufacturer, which returns to the paddock this season with McLaren, will therefore be allowed to make adjustments to its engines as its first season back on the grid progresses, just like the other engine suppliers. Child cobalt miners: Automakers pledge ethical minerals sourcing for EVs

BERLIN - Leading carmakers including Volkswagen and Toyota pledged on Wednesday to uphold ethical and socially responsible standards in their purchases of minerals for an expected boom in electric vehicle production. Demand for minerals such as cobalt, graphite and lithium is forecast to soar in the coming years as governments crack down on vehicle pollution and carmakers step up their investments in electric models. To cover its plans for more than 80 new models by 2025, Volkswagen alone is looking for partners in China, Europe and North America to provide battery cells and related technology worth more than 50 billion euros ($59 billion). Talks with major cobalt producers, including Glencore, at VW's Wolfsburg headquarters last week ended without a deal. More than half of the world's cobalt comes from the Democratic Republic of Congo, a country racked by political instability and legal opacity, and where child labor is used in mines. On Wednesday, a group of 10 leading passenger-car and truck manufacturers announced an initiative to jointly identify and address ethical, environmental, human and labor rights issues in raw materials sourcing. The partnership dubbed "Drive Sustainability" consists of VW, Toyota Motor Europe, Ford, Daimler, BMW, Honda, Jaguar Land Rover, Volvo Cars and truckmakers Scania and Volvo. The alliance "will assess the risks posed by the top raw materials (such as mica, cobalt, rubber and leather) in the automotive sector," said Stefan Crets of the CSR Europe business network.
