Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Honda replaces CEO Takanobu Ito with Takahiro Hachigo

At its upcoming shareholders' meeting in June, Honda is set to make a raft of changes to its senior personnel, including new board members, directors, auditors and operating officers. But the most pivotal of the new appointments will see the replacement of its president and chief executive. That job currently belongs to Takanobu Ito, who will step down in June and hand the reins over to Takahiro Hachigo, subject to ratification by the shareholders. Hachigo-san has been with Honda since 1982, rising up the ranks and holding a series of key executive and R&D posts with the Japanese automaker in locations around the world – including here in the United States, where he spearheaded development of the original Odyssey minivan and directed the company's American R&D center. He subsequently headed Honda's European operations and currently serves as its most senior officer in China. He's 55 years old. He takes over from Ito-san after a tumultuous period for Honda. Ito, 62, joined Honda in 1978 and similarly rose through the R&D ranks, holding some of the same positions along the way that Hachigo would later, albeit more focused on the company's operations at home in Japan. Ito took over as president and CEO in 2009, steering Honda through a difficult period marked by fluctuating currencies, the tsunami disaster of 2011 and flagging quality issues that have forced Honda to issue unprecedented recalls, focusing much criticism on Ito's leadership. Honda recently recalled millions of vehicles that were fitted with Takata's faulty airbag inflators, which had the unpleasant tendency to spew shrapnel at consumers. Ito will remain on board as a director and advisor, but what we'll be most interested to see is the direction in which Hachigo will take the company. Under Ito's leadership, Honda has brought back performance icons like the NSX and Civic Type R, launched innovative environmental technologies, delved into aerospace with the HondaJet and re-entered Formula One. One of Hachigo's first priorities will undoubtedly be to restore the company's reputation for quality, but we'll have to wait and see what (if any) sort of new and exciting developments he'll spearhead once he takes office. Top Gear hosts' classic bikes head for auction

The BBC seems quite certain that Top Gear is making a return to television in 2016, but James May and Richard Hammond are extremely unlikely to be among the hosts. Instead, the two of them are probably following Jeremy Clarkson into any future endeavors, but for the time being that leaves the Little One and the Slow One unemployed. They won't have to worry too much about spending money in the meantime, though, because Bonhams is selling 12 motorcyles owned by the former TG stars on April 26. "Just because I'm unemployed now doesn't mean I have to get rid of everything. I was going to sell these bikes anyway. And those paintings, and my collection of Scalextric cars. Honest," May joked to Bonhams. However, the auction house was clear in its announcement that the cycles were consigned to the Spring Stafford Sale in the UK months before the Top Gear fracas. Eight of the bikes come from May's collection and are generally small-bore, Japanese models. They include a 49cc 1974 Yamaha FS1-E and a 1976 Suzuki AP50 E, but there's also a very attractive 1980 Ossa 250cc MAR trials bike. If you're looking for a bit more performance, Hammond's four offering include a 2010 Norton Commando 961SE and a 1970 Triton 500cc cafe racer. He's also selling a Yamaha FS1-E, though a year newer than May's. Unfortunately the Vincent Black Shadow and Honda RC30 the hosts are riding in these photos aren't part of the lots, but the whole list of the available models can be read in the announcement below and checked out in the gallery, above. Bonhams Spring Stafford Sale will include 12 motorcycles belonging to Richard Hammond and James May, former presenters of the popular motoring programme, Top Gear. May and Hammond discussed the sale of their respective motorcycles in their usual humorous manner: "Just because I'm unemployed now doesn't mean I have to get rid of everything," said May. "I was going to sell these bikes anyway. And those paintings, and my collection of Scalextric cars. Honest". Hammond added: "As a serious collector of motorcycles, it's important to review one's stable regularly, and the Bonhams Stafford sale is the ideal opportunity to move bikes on and possibly acquire new ones. I also have a canoe, and some Wharfedale hi-fi speakers, if anyone's interested".
