GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. Chevrolet Malibu could last until 2024 before joining the dodo

Automotive News pieced together all available intel on the Chevrolet and GMC lineups, trying to ascertain how much life each model might have left. Concerning the Chevrolet Malibu, the answer is not too much, and the historic nameplate's final years don't look like the glory kind. After a major overhaul in 2016 boosted sales for the ninth-generation sedan to 227,881 units, the 2018 sales fell to 144,542, and this year's are down almost 15% through the end of June. The Malibu is one of two Chevrolet sedans still breathing - the other being the Impala for now - but only for about five more years. AN says there'll likely be a refresh in 2022, followed by a visit from the Reaper in 2024. After that, it could be "indirectly replaced" by an electric vehicle, one of the 23 EVs that GM is working on for 2023.     The Impala will meet the ax earlier despite a recent stay of execution. Production is still set to close in January 2020. In the entire GM stable, Cadillac might soon be the only marque with sedans. The Buick LaCrosse has a date with death, and Groupe PSA won't supply Opels-as-Regals forever.  The Sonic hatchback should say goodbye at the end of 2020, a year before the seemingly eternal Spark is thought to die. Two years after that, according to one report, the Camaro will go back into cold storage, perhaps forever, and AN says an "expected redesign of the car in 2021 was reportedly canceled." Finally, let's give one final shout-out to the Chevrolet Cruze, a global nameplate, which in the United States alone outsells the Malibu, outsold the Camaro by a factor of three last year, and absolutely trounces the Impala, Sonic, and Spark. Even that couldn't get a stay of execution. In more uplifting news, everything's happening on the crossover and truck side in the next few years. The Chevy Bolt is due for a refresh next year, even though it has "become more important for self-driving ride-hailing fleets that GM Cruise plans to operate than for consumers." In 2021, the Bolt-based crossover should bow, first in China, then here. It's said to look like "a mix of the Bolt and Trax" in spy shots. Still waiting for a green light: a possible subcompact GMC crossover called Granite that might make it to market by 2023. The full-sized SUV triplets Tahoe, Suburban, and Yukon could show their new faces in 2020. The Silverado might get an updated interior in 2020 or 2021, while the Colorado and Canyon mid-sized pickups won't get attention until perhaps 2023.

Junkyard Gem: 1990 GMC S-15 Jimmy 4x4

The General sold the GMC-badged version of the first-generation Chevy S-10 Blazer, known as the S-15 Jimmy or just the Jimmy, from the 1982 through 1994 model years. These trucks were based on the small S-10 pickup and sold well (until small trucks were forced to get bigger and less truck-like after the dawn of the Ford Explorer-inspired commuter-truck era), but they have become difficult to find in vehicle graveyards in our current century. Here's a '90 Jimmy 4x4 with red-primer paint job, found in a self-service yard on California's Central Coast last month. GMC shoppers could get the 1990 Jimmy as a rear-wheel-drive truck, but this one has the four-wheel-drive option that allowed Tahoe-bound skiers to skip the chain monkeys on the way to the slopes (the CHP, understanding that California drivers have a 95% mortality rate on snow or ice, requires chains or four-wheel-drive to get over Donner Pass when there's a hint of snow forecast). GM sold so many millions of small-block Chevrolet V8s that it made economic sense to use the same tooling to produce a V6 version. The result was this truck's 4.3-liter V6 that was three-quarters of the good old Chevy 350 (5.7-liter) V8 that powered so many Camaros, Chevelles and Impalas. The 4.3 didn't make smooth power, but it got the job done and held together quite well. This one was rated at 160 horsepower, good enough for the Jimmy 4x4's 3,512-pound curb weight. These days, though, used-truck shoppers insist on at least two tons of heft plus four doors. Some discount lot in Monterey or Salinas couldn't even get $999 for this truck, and so it ended up in the final stop before the cold steel jaws of the crusher. 1990 was the last model year for the two-door-only Jimmy; for 1991, the Jimmy came with a choice of two doors (for devil-may-care types) or four doors (for drop-the-kids-at-school types). I've always liked the look of the instrument panels on the early S-10s and its siblings; even though the designers had to work within strict budgetary limitations, they made the panels look interesting.
