Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

Although Ford does not offer a direct option from the factory, Tuscany Motor Company answered the demand and now builds truck packages that carry the famous American motorcycle name. With the direction of Harley-Davidson, Tuscany creates interior and exterior customizations that reflect notable and iconic features of the bikes. This year is the first time Tuscany has ever offered a Harley-Davidson package on a GMC Sierra, and as expected, it's pretty similar to the one offered on the F-150. The package includes at least 60 exclusive parts, and the Sierra is available in Onxy Black, Summit White, or Satin Steel Metallic.  Setting the tone are Fatboy-inspired 22-inch milled aluminum wheels wrapped in chunky 35-inch all-terrain tires. As Tuscany is a division of Fox performance parts, the truck rides on a specially designed BDS suspension with tuned Fox shocks and lateral stability bars. The truck also has a redesigned front bumper and grille with an integrated LED light bar for off-roading, power running boards with rock guard trim and entry lights, color-matched Harley-Davidson-designed fender flares, custom front fender vents with the Harley logo, an induction-style hood, a redesigned rear bumper, and a tuned exhaust with billet tips. More badging, tailgate cladding, a windshield header, orange tow hooks, and a bed rug add extra pizzazz. Finally, for all the planes, drones, and aliens who are eyeing pickups from the sky, the tonneau cover is debossed with the Harley-Davidson logo.  Inside, the fan pack includes leather seating with orange diamond stitching, and piano black door panels, console, and trim. Ford recalls 1.48 million F-150s for transmission, plus other models

Weeks after recalling more than 800,000 F-Series pickup trucks for a fire risk, Ford has issued another separate recall for approximately 1.48 million 2011-2013 F-150s for a transmission fault. The six-speed automatics could unexpectedly downshift into first gear without warning. Ford and Lincoln tangentially issued much smaller recalls for the Mustang, Continental, Nautilus, and Navigator. According to Ford, some 2011-2013 model year F-150 pickups with six-speed automatic transmissions could "experience an intermittent loss of the transmission output speed sensor signal to the powertrain control module." This could potentially cause the trucks to temporarily downshift, which could be dangerous if it occurs while driving. Of the 1.48 million affected trucks, 1.26 million are in the U.S. while 221,000 are in Canada. Thus far, Ford knows of five reported accidents involving the issue. To remedy the problem, owners can take their trucks to dealers to update the power control module software. Ford also issued recalls for about 4,350 2019 Mustangs, Lincoln Nautiluses, and Lincoln Navigators in the U.S. and Canada due to a possible fault with the instrument clusters. Although there have been no reports of accidents, Ford says the instrument panel clusters assemblies might be blank or not turn out when the vehicle is started. Additionally, Ford issued a third recall for 28,200 2017-2019 Lincoln Continentals in the U.S. and Canada. Ford says silicon contamination might build up inside the door latch motor, causing it to malfunction. As a result, the door latch might not always fully engage, and the doors could possibly open unexpectedly. Despite no reports of accidents, Ford will remove and replace door latch assemblies on all doors for those affected by the defect.
