GM says it favors fuel-efficiency rules based on historic rates

WASHINGTON — General Motors backs an annual increase in fuel-efficiency standards based on "historic rates" rather than tough Obama era rules or a Trump administration proposal that would freeze requirements, according to a federal filing made public on Monday. The largest U.S. automaker said the Obama rules that aimed to hike fleet fuel efficiency to more than 50 miles per gallon by 2025 are "not technologically feasible or economically practicable." The Detroit automaker said that since 1980, the motor vehicle fleet has improved fuel efficiency at an average rate of 1 percent a year. Fiat Chrysler Automobiles NV said in separate comments that the auto industry is complying with existing fuel efficiency requirements by using credits from prior model years. As a result, even if requirements are frozen at 2020 levels, "the industry would need to continue to improve fuel economy" as credits expire, it added, warning if the government hikes standards beyond 2020 requirements "the situation worsens ... without some significant form of offset or flexibility." Fiat Chrysler and Ford urged the government to reclassify two-wheel drive SUVs as light trucks, which face less stringent requirements than cars. A four-wheel drive version of the same SUV is considered a light truck. Ford backs fuel rules "that increase year-over-year with additional flexibility to help us provide more affordable options for our customers." GM's comments said it was "troubled" that President Donald Trump's administration wants to phase out incentives for electric vehicles. The Trump plan's preferred alternative freezes standards at 2020 levels through 2026 and hikes U.S. oil consumption by about 500,000 barrels per day in the 2030s but reduces automakers' collective regulatory costs by more than $300 billion. It would bar California from requiring automakers to sell a rising number of electric vehicles or setting state emissions rules. The administration of former President Obama had adopted rules, effective in 2021, calling for an annual increase of 4.4 percent in fuel-efficiency requirements from 2022 through 2025. GM has been lobbying Congress to lift the existing cap on electric vehicles eligible for a $7,500 tax credit. The credit phases out over a 12-month period after an individual automaker hits 200,000 electric vehicles sold, and GM is close to that point.

Kawei K1 pickup blatantly copies Ford F-150

The Chinese auto industry used to be looked at as a joke full of products blatantly copied from foreign vehicles. However, companies like Qoros and others show that the country's automakers have taken big steps in terms of original design. It doesn't look like every automaker there is ready to put down the tracing paper yet, though. Case in point: The Kawei K1 pickup pictured above, which is an obvious rip-off of the Ford F-150. In fact, the company isn't even hiding it. Kawei deserves a little credit for its openness. In describing the new model, it says: "No matter the black net grille and the outline of the headlamp, even if the styles of fog lamp and engine cover, it looks the same as Ford Raptor." It also admits that spelling out the model name on the hood is inspired by Land Rover. It's available with either a 2.4-liter, gasoline-fueled four-cylinder producing 141 horsepower and 148 pound-feet of torque (elsewhere it also lists it as having 162 lb-ft) or a 3.2-liter six-cylinder diesel with 106 hp and 181 lb-ft. Regardless of engine, power is sent to the rear wheels through a five-speed manual gearbox. The trucks cost around 100,000 Yuan ($16,033). So at least the K1 is a reasonably priced knockoff. According to Car News China, the K1 is actually selling in small numbers. The company made 10,000 of them last year and even exported some to Africa and the Middle East. Ford rolls out diesel Focus ST at Goodwood [w/poll]

If you're in the market for a hot hatch, there are some excellent choices at your disposal - especially if you live in Europe. But if you want a diesel, well, your choices become rather more limited. Volkswagen tends to that niche market with the Golf GTD (essentially an oil-burning version of the GTI available Stateside), but that's about the extent of it. The pleas of those looking for more diesel-burning hot hatch choices haven't fallen on deaf ears at Ford, with the Blue Oval not only rolling out a facelifted gas-powered Focus ST at the Goodwood Festival of Speed this weekend, but also a new diesel version as well.
The diesel Focus ST (which we hope and pray isn't marketed as the STD) packs a 2.0-liter turbodiesel four producing 182 horsepower and 295 pound-feet of torque to propel the oil-burning hot hatch to 62 in 8.1 seconds en route to a top speed of 135 miles per hour. With less power and only slightly more torque, that makes the diesel Focus ST considerably slower than the gasoline one, which packs 252 hp and 270 lb-ft, runs to 62 in 6.5 seconds and tops out at 154 mph, but (in a testament to how far particulate filters have come) the diesel model cuts carbon emissions by nearly a third compared to the petrol version and returns about 50-percent better fuel economy, which makes that much more of a difference in markets where diesel is already priced better than gasoline at the pump.
For buyers who wouldn't consider anything other than a diesel, it also represents 23-percent more power than the previous top-level diesel Focus. The VW Golf GTD, for reference, offers up 181 hp (just 1 horse less), 280 lb-ft (15 fewer torques) but is somehow estimated to reach 60 in a considerably fleeter 7.4 seconds.
