After Years Of Delays, Rear Visibility Requirements Move Closer To Reality

Regulations that would require automakers to improve rear-view visibility on all new cars and light trucks are nearing completion after six years of delays. The U.S. Department of Transportation sent its proposed rear-visibility rules to the Obama administration for review on Christmas Day. The White House Office of Management and Budget now must finalize the regulations. The rule are intended to minimize the risk of pedestrian deaths from vehicles in reverse, a type of accident that disproportionately affects children. Already in 2014, two children have died from cars backing over them, driven in each case by the children's father. Specifics of the Transportation Department's proposal are not available during the review, but the rules are expected to compel automakers to install rear-view cameras as mandatory equipment on all new vehicles. That's what safety advocates have wanted all along. Thought they were pleased the proposed ruling had finally been issued, there was some worry Friday the final rules would omit the rear-view camera mandate. "We're encouraged, but we're also a little concerned about speculation the rear-view camera may not be in there," said Janette Fennell, the president and founder of Kids and Cars, a nonprofit organization dedicated to protecting children in and around vehicles. "I'm wondering where that might be coming from." On Thursday, The Automotive News had reported the possibility the new standards could offer an alternative to rear-view cameras, such as redesigned mirrors, that improved visibility. The Office of Management and Budget typically completes its reviews of new rules in 90 days, although that can be extended. OMB officials said Friday they do not comment on pending rules. The intent of the rules is to enhance rear visibility for drivers and prevent pedestrian deaths. Approximately 200 pedestrians are backed over in the United States each year, according to estimates from the National Highway Traffic Safety Administration. Accidents Mostly Affect Children Roughly half the victims are children younger than age five. A government analysis concluded approximately half the victims -– 95 to 112 -– could be saved with new regulations. Yet the rules have arrived at a glacial pace. President George W. Bush signed legislation that had been passed with bipartisan Congressional support in 2008. But automakers have fought the idea of adding rear-view cameras, saying it is too expensive.

Ford, Renault have surprises in store for Le Mans

All those prototype and GT racers won't be the only attraction catching our eye at the 24 Hours of Le Mans this weekend. Two major automakers have also confirmed that they've got new metal to unveil. And while they're not saying exactly what they'll be, we've got some pretty good ideas. First up is Ford, which has announced a "major Ford Performance news announcement" on Friday. Chairman Bill Ford, CEO Mark Fields, and product development chief Raj Nair will be on hand for the announcement set to take place on Friday at 10:00 AM Eastern. The Blue Oval isn't saying just what it has in store, but the widespread speculation has been that it will present a racing version of the new Ford GT at Le Mans a good half century since the original GT40 raced there. Meanwhile, Renault has announced that it is marking the 60th anniversary of the Alpine marque at Le Mans this Saturday. The French automaker has been working on reviving the dormant marque, and looks poised to finally reveal its new sports car at its iconic home endurance race this weekend. Tipped to be called the Alpine AS1, the new sports car will bring the marque back out of retirement in a more real way than the ELMS-winning LMP2 prototype ever could. Expect it to be based on the mid-engined chassis underpinning the Renault RS 01 spec racer, but built for the road. Ford extends shutdown, Stellantis confirms layoffs due to chip shortage

Ford and Stellantis this week announced new production cuts due to the global semiconductor shortage, with popular models including the Ford F-150 and Jeep Grand Cherokee facing cuts. Stellantis plans to temporarily lay off workers at one facility as production is curtailed.  According to Automotive News, Ford is extending shutdowns at some of its North American facilities into May. The Blue Oval has been forced to reduce or idle production of both its redesigned F-150 pickup and the popular Explorer due to the chip shortage. The Mustang, Transit, Edge, Lincoln Nautilus and Aviator will also continue to be affected. Stellantis is planning to temporarily lay off workers at a Jeep plant in Detroit during April and May due to a shortage of semiconductor chips. The company will cut two work crews at its Jefferson North plant in Detroit for three weeks starting April 26, then call them back and lay off a third crew from May 17 through the week of May 31, according to a schedule obtained by Bloomberg News. The plant on Detroit’s east side normally operates two shifts with three work crews six days a week to keep it running 20 hours a day. “Stellantis continues to work closely with our suppliers to mitigate the manufacturing impacts caused by the various supply chain issues facing our industry,” company spokeswoman Jodi Tinson said in a statement. “Due to the unprecedented global microchip shortage, Jefferson North will adjust its production schedule through the end of May.” Jefferson North employs about 4,800 hourly workers and makes the Jeep Grand Cherokee, the top-selling Jeep model last year, and the Dodge Durango SUV. A redesigned version of the Grand Cherokee is scheduled to start production in August, according to researcher AutoForecast Solutions. This article contains reporting from Bloomberg.
