After Years Of Delays, Rear Visibility Requirements Move Closer To Reality

Regulations that would require automakers to improve rear-view visibility on all new cars and light trucks are nearing completion after six years of delays. The U.S. Department of Transportation sent its proposed rear-visibility rules to the Obama administration for review on Christmas Day. The White House Office of Management and Budget now must finalize the regulations. The rule are intended to minimize the risk of pedestrian deaths from vehicles in reverse, a type of accident that disproportionately affects children. Already in 2014, two children have died from cars backing over them, driven in each case by the children's father. Specifics of the Transportation Department's proposal are not available during the review, but the rules are expected to compel automakers to install rear-view cameras as mandatory equipment on all new vehicles. That's what safety advocates have wanted all along. Thought they were pleased the proposed ruling had finally been issued, there was some worry Friday the final rules would omit the rear-view camera mandate. "We're encouraged, but we're also a little concerned about speculation the rear-view camera may not be in there," said Janette Fennell, the president and founder of Kids and Cars, a nonprofit organization dedicated to protecting children in and around vehicles. "I'm wondering where that might be coming from." On Thursday, The Automotive News had reported the possibility the new standards could offer an alternative to rear-view cameras, such as redesigned mirrors, that improved visibility. The Office of Management and Budget typically completes its reviews of new rules in 90 days, although that can be extended. OMB officials said Friday they do not comment on pending rules. The intent of the rules is to enhance rear visibility for drivers and prevent pedestrian deaths. Approximately 200 pedestrians are backed over in the United States each year, according to estimates from the National Highway Traffic Safety Administration. Accidents Mostly Affect Children Roughly half the victims are children younger than age five. A government analysis concluded approximately half the victims -– 95 to 112 -– could be saved with new regulations. Yet the rules have arrived at a glacial pace. President George W. Bush signed legislation that had been passed with bipartisan Congressional support in 2008. But automakers have fought the idea of adding rear-view cameras, saying it is too expensive.

Aluminum Ford F-150 earns five-star crash rating [w/video]

The scores are in, and the 2015 Ford F-150 has been awarded a five-star Overall Vehicle Score in the National Highway Traffic Safety Administration's testing. That makes it, according to Ford, the safest F-150 ever. "The five-star safety rating is a terrific example of One Ford collaboration and innovation," Vice President of Global Product Development Raj Nair said in a statement. "Our truck team worked together for years to deliver this accomplishment, using an unprecedented combination of advanced materials throughout the all-new F-150. The 2015 model is engineered to be the safest F-150 ever, which matters to customers who depend on this truck to not only get the job done, but also get them safely home." The new F-150's aluminum and high-strength-steel construction posed some unique challenges to truck's engineers. "The team had to invent new ways to manage crash energy, because advanced materials like high-strength steel behave differently," Matt Niesluchowski, the truck's safety manager. "We found that changing certain shapes led to a weight reduction, while also improving crash performance." Beyond the structural safety features, the 2015 F-150 is loaded with additional safety features, including an adaptive steering column and Ford's inflatable seat belts, that protects drivers in the event of a collision. Beyond that, there's the usual array of active safety features meant to prevent a crash in the first place, including Curve Control and forward collision warning with brake support. Like Tesla and Toyota before it, Ford is seeing the light when it comes to freeing up alternative powertrain patents. Of course, the Blue Oval does things differently, so free doesn't mean no cost. Instead of making its electric vehicle patents simply available to anyone, Ford is going to sell off its EV tech for an unspecified fee. Ford says it has 650 electrified vehicle patents and another 1,000 or so pending EV tech patent applications. Ford filed 400 such applications last year alone. To buy these patents, interested parties should contact Ford's technology commercialization and licensing office or work AutoHarvest. Or, you know, you could just go get Tesla patents for free. The jury is still out on whether these open patent programs are being used. The Tesla program, for example, didn't seem to be all that exciting to most OEMs right after it was announced. Ford has six vehicles with some sort of electrified powertrain: the Focus Electric, Fusion Hybrid and Energi PHEV, Ford C-MAX Hybrid and Energi plug-in hybrid and the Lincoln MKZ Hybrid. The only full EV in that group, the Focus Electric, starts at $29,995.
