Recharge Wrap-up: California breaks ground on high-speed rail, Ford launches global mobility experiments

California has celebrated the groundbreaking of the country's first high-speed rail system. The ceremony took place in Fresno, in the San Joaquin Valley, situated along the line's initial route through California's Central Valley. The train will travel at speeds of up to 220 miles per hour, delivering passengers from San Francisco to LA in less than three hours when finished by 2029. California eventually plans to extend high-speed rail service north to Sacramento and south to San Diego, with a total of 24 stations. The project is expected to cost a total of $68 billion, but could potentially ease road and air traffic, as well as the pollution that comes with it. A commenter asked for any new information on the upcoming electric sedan, to which Musk merely replied, "It won't look like other cars." Unfortunately for Tesla fans, the lone comment was the only reference to the electric automaker Musk leads as CEO. The event was full of some really cool space talk, though. Ford outlined its Smart Mobility Plan at the 2015 Consumer Electronics Show in Las Vegas. It includes 25 global mobility experiments designed to provide insights into the future of transportation needs around the world. "We see a world where vehicles talk to one another, drivers and vehicles communicate with the city infrastructure to relieve congestion, and people routinely share vehicles or multiple forms of transportation for their daily commute," says Ford President and CEO Mark Fields. The mobility experiments include carsharing programs in Michigan, London, Germany and India, a fast-charging infrastructure experiment, a shuttle service in New York and London and even a cycling focused data program in Palo Alto. Ford running short of F-150 frames

Like most any automaker, Ford is eager to build as many F-150 pickups as it can sell. And considering that the truck has long stood as the top selling vehicle in the United States, that means building (and selling) a lot of them. Further, Ford reports that its factories are finally fully up to speed and ready to build as many F-150s as dealers can sell. Unfortunately another factor is reportedly preventing the new aluminum-bodied pickup from reaching its potential. According to Automotive News and as we've heard before, the Blue Oval automaker has had trouble getting its hands on as many frames as it needs. Though Ford would not confirm the shortage itself, AN cites union sources in reporting that the Metalsa plant in Kentucky, which produces the new F-150's frame for Ford, has been unable to meet the demand for more such frames. "Whenever you have launches, you have issues that you have to deal with in the supply base," is all Ford CFO Bob Shanks would admit. "We're always working closely with suppliers if there's an issue to sort it out. If that were the case, that's what we'd be doing." The reported supply shortage could be why plans for overtime production are reportedly being canceled at both the plants in Kansas City and Dearborn where the F-150s are assembled, despite reaching or nearing full capacity. The shortage could also help explain why, according to AN, sales of the F-Series in the United States fell nearly 10 percent last month, while the rest of the pickup market rose 17 percent. Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.
