Weekly Recap: Diesel scandal continues to fuel VW's woes

Volkswagen's woes continued this week when it was delisted from the Dow Jones Sustainability Index and stripped of awards. Senators are also lining up to advocate for criminal and civil action against the automaker, and its consumer reputation is in tatters. Put simply, it's been another rough period for VW. Despite this, the company eked out a sales gain of less than one percent in September, though that was well behind the overall market's performance. Sister brand Audi, which sells a diesel A3, was less affected, posting a 16-percent gain in September. Revelations that Volkswagen rigged millions of diesel-powered cars around the world didn't surface until September 18, so the full sales impact of the ongoing scandal won't likely be felt until October. Meanwhile, VW's image continues to take a beating, and an AutoPacific survey found only one in 14 vehicle owners have a positive opinion of the company. Before the scandal broke, three-quarters of respondents had a positive view of VW. The survey also found 64 percent don't trust Volkswagen, though the same number believe other companies are or may also be using cheating devices to pass emissions tests. "The reputation of diesels has been severely damaged, at least for the short term," Ed Kim, AutoPacific's vice president of industry analysis, said in a statement. Despite the lingering malaise, experts believe VW will recover, just as Toyota and General Motors eventually emerged from their own high-profile controversies. "Consumers have proven through numerous recalls that they are resilient and quickly return to their buying habits," Kim said. OTHER NEWS & NOTES Mazda to reveal sports car concept in Tokyo Mazda will bring a curvy sports car concept to the Tokyo Motor Show in October. The automaker is being especially coy with the details, only releasing the dark teaser shot that you see to the right and a cryptic statement that suggests the concept "condense[s] Mazda's entire history of sports-car development into a single model." Immediately, speculation abounded this is an RX-7 and RX-8 successor, though Mazda didn't specify what engine the concept will have. Reportedly, the company is still working on rotary engines. Mazda will have a Cosmo Sport 110S on its stand in Tokyo, which pioneered rotary technology in 1967. Read into that what you will. Should reflective paint earn automakers EPA credits?

No matter where you look around the world, governments are cracking down on vehicle emissions and aiming for higher fuel economy standards. Generally, automakers are pushing back against the increased regulation, and in the US, General Motors, Ford, and FCA US are looking for new compromises. The Big Three want to the EPA to grant them retroactive emissions credits for using tech that they claim reduces CO2 but not on the government agency's on-road testing. Among these technologies are things like reflective paint and glass, LED lights, ventilated seats, stop/start, and more efficient air conditioning compressors. Starting with the 2014 model year, the automakers can receive credits for a few grams per mile reductions on models with some of these solutions, according to Automotive News. However, the companies are also petitioning the EPA to make the credits apply to earlier vehicles with them, as well. The emissions advantages for systems like stop/start and less polluting AC refrigerants seem fairly obvious. For reflective paint and glass, the belief is that keeping a vehicle interior cooler should mean a lower need for air conditioning and therefore a decrease in CO2. Margo Oge, the former boss of the EPA's Office of Transportation Air Quality, told Automotive News these credits are part of the plan. "That's the whole point of what we tried to establish," she said. "We wanted companies to invest in and develop these technologies." The EPA wants vehicle emissions at the corporate average equivalent of 54.4 miles per gallon fuel economy by 2025, and so far that seems achievable. It will translate to less than 40 mpg on the EPA sticker. In a report last summer, the industry was about 10 grams per mile of CO2 better than the rules required, and that was solely based on 2012 model year vehicles. In an update for 2013, the companies were up to 12 grams per mile beyond targets. Ford Police Interceptors dominate Michigan State Police testing

Once again, Ford Motor Company builds the fastest police vehicles. The Blue Oval touted the news in an official release following Michigan State Police and Los Angeles County Sheriff's Department testing. Ford did very well. Except for one acceleration metric – zero to 10 miles per hour – the Blue Oval's Taurus and Explorer-based cop cars were the quickest, with particular praise coming for the EcoBoost-powered models, which bested Chevrolet and Dodge's V8-powered variants. Dearborn's products also posted the fastest average times around MSP's vehicle dynamics course. But it wasn't all positive for Ford. The only four-cylinder in the contest, the 2.0-liter, EcoBoost Ford SSP Sedan, had both the lowest top speed, 120 mph, and the slowest acceleration figures. It was also the slowest in track testing. Ford's products also failed to match the braking and top speeds of its rivals from Detroit and Auburn Hills – the rear-drive Charger Pursuit posted the best braking stats of the entire test, while the V8-powered Chevrolet Caprice hit the highest top speed, at 155 mph. Ford did score a top speed award, among SUVs, but at 132 mph, the naturally aspirated Police Interceptor Utility had to share its award with the equally fast, rear-drive Chevrolet Tahoe. The LA County Sheriff's timing isn't publicly available, but according to Ford, the EcoBoost-powered police cars put on a similarly impressive show for cops on the West Coast.
