Car and Driver lists 10Best for 2013, same as it ever was

Forgive us for having the distinct feeling of déjà vu, but it certainly feels like we've been here before. By that we are referring Car and Driver and the announcement of its annual 10Best vehicles for 2013. To be sure, it's an impressive selection of cars that combine heart-pounding performance and frugal sensibilities, but it also represents something of a broken record on the part of C/D. We're not so sure that's a flaw, though, as the resulting list is tough to argue with.
Vehicles like the Ford Mustang, Porsche Boxster, and BMW 3 Series have maintained their high-horsepower spots on this list for several years now. Even on the more practical and nimble end, the Honda Accord, Honda Fit and Mazda Miata have not budged. These continued spots are even in light of redesigns for some vehicles such as the Accord, Boxster and 3 Series.
In fact, the only newcomer to the 10Best list this year are the Scion FR-S/Subaru BRZ twins, which knocked out the Cadillac CTS-V. We think it would have been a huge misstep to have excluded the FR-S/BRZ, even in light of the supercharged Caddy's lamentable departure from 10Best.

Crushing 1984 Ford Ranger to make a point about clean cars

Being a professional politician is often about more than just getting legislation passed, and a little showmanship can go a long way towards getting a point across. California State Senate leader Kevin de Leon recently staged just such a flashy stunt when he crushed a 1984 Ford Ranger at a rally kicking off an EV incentives pilot program. De Leon sponsored a bill last year that, in part, tried to give greater support to low-income buyers who wanted to trade in their old clunker for a zero-emissions vehicle. He hoped to improve the state's Clean Vehicle Rebate Project, which has been accused of especially helping the wealthy. After watching their Ranger get destroyed at this event, the Mendoza family that owned the truck drove away in a 2013 Toyota Prius, according to the Sacramento Business Journal. Under the pilot program, buyers in two air districts in the Golden State can take advantage of these incentives. Depending on their income and the vehicle they are purchasing, people can get a rebate of between $1,500 and $9,500, according to the Sacramento Business Journal. For now, the California Air Resources Board has set aside $5 million from the state's cap-and-trade program to fund things in these areas. Later, it will vote whether to adopt the initiative statewide. Not to be outdone, Arnold Schwarzenegger has thrown his prodigious muscle behind this program, and he put out an even more explosive video showing how to get rid of these old vehicles. Watch Ken Block play traffic cop in ’Top Gear’ teaser

BBC is teasing a new series of 'Top Gear' starring the rally racer and Hoonigans honcho Ken Block and promising that series 25 is "coming soon." Block plays a police officer (with a Los Angeles Police Department badge, no less) in an off-road 4x4 vehicle in the 30-second clip, jumping off obstacles and tearing through dirt in an industrial area near snow-capped mountains. He gives chase to show hosts Matt LeBlanc, in a yellow Ford Mustang, Rory Reid and Chris Harris, who steers a McLaren 570S. It looks like they're having more fun that the rest of us. LeBlanc has said the next season of episodes will aim to attract a younger, more diverse audience with more comedy.
