Ford, Volvo, Google, Uber and Lyft form self-driving alliance

Five companies arguably leading the worldwide effort to develop autonomous cars said Tuesday they're forming an organization to lobby the federal government to better prepare America's roads for self-driving technology. The founding members include some of the biggest companies in the automotive, autonomous, and ride-sharing realms – Ford, Google, Lyft, Uber and Volvo. Operating as the "Self-Driving Coalition for Safer Streets," they aim to work with lawmakers and regulators to clarify a disparate set of rules and regulations at both the state and federal levels that could hinder the deployment of autonomous cars. "The U.S. risks losing its leading position due to the lack of federal guidelines for the testing and certification of autonomous vehicles." – Hakan Samuelsson David Strickland, a former administrator of the National Highway Traffic Safety Administration who issued the first set of autonomous-related policies in that role (pictured below), will serve as the group's counsel and spokesperson. "The best path for this innovation is to have one clear set of federal standards, and the Coalition will work with policymakers to find the right solutions that will facilitate the deployment of self-driving vehicles," he said in a written statement. In January, Transportation Secretary Anthony Foxx said his department would accelerate efforts to craft such federal standards. Those efforts include holding two public hearings on standards, the second of which is scheduled to be held Wednesday in Palo Alto, California. Foxx signaled the intent to deliver them by June. Google has been leading the efforts to ensure such standards are national in scope, warning their cars could run afoul of state-specific laws should they cross state borders or if standards varies between the federal efforts and regional ones. The complexity of such efforts was underscored recently, when NHTSA agreed that Google's software could be considered the driver of a vehicle for the purpose of meeting federal motor vehicle standards, an interpretation that would conflict with preliminary California rules that mandate a licensed driver operate a self-driving car that comes equipped with human controls like a steering wheel and brakes. At South By Southwest last month, Jennifer Haroon, Google's self-driving car business leader, said the company couldn't accomplish its goals under those regulations.

California has celebrated the groundbreaking of the country's first high-speed rail system. The ceremony took place in Fresno, in the San Joaquin Valley, situated along the line's initial route through California's Central Valley. The train will travel at speeds of up to 220 miles per hour, delivering passengers from San Francisco to LA in less than three hours when finished by 2029. California eventually plans to extend high-speed rail service north to Sacramento and south to San Diego, with a total of 24 stations. The project is expected to cost a total of $68 billion, but could potentially ease road and air traffic, as well as the pollution that comes with it. Ford outlined its Smart Mobility Plan at the 2015 Consumer Electronics Show in Las Vegas. It includes 25 global mobility experiments designed to provide insights into the future of transportation needs around the world. "We see a world where vehicles talk to one another, drivers and vehicles communicate with the city infrastructure to relieve congestion, and people routinely share vehicles or multiple forms of transportation for their daily commute," says Ford President and CEO Mark Fields. The mobility experiments include carsharing programs in Michigan, London, Germany and India, a fast-charging infrastructure experiment, a shuttle service in New York and London and even a cycling focused data program in Palo Alto. Feds looking into Ford Explorer exhaust leak complaints

There may be a burgeoning problem with exhaust leaks in the 2011-2014 model year Ford Explorer. The National Highway Traffic Safety Administration is examining multiple complaints of a gasoline smell in the cabin of these SUVs. However, the exact cause of this problem is still unknown.
"The agency is reviewing all available data and will take appropriate action as warranted," said a NHTSA spokesperson in an email to Automotive News. Owners seem to generally complain on the regulator's website of the smell entering the cabin through the air vents. At this time, the government organization has not yet opened an official investigation into the problem, though. When it does begin inspecting vehicles, NHTSA posts a detailed breakdown of its public data online.
Similar problems have been reported about the Explorer in the past, though. In 2013, Ford issued a recall for the 2013 model year of the SUV due to a fuel leak that could cause drivers to smell a gasoline odor and repaired them again later for another possible leak. In response to Autoblog's questions, Ford responded via email: "We are not aware of a NHTSA investigation. We are currently reviewing the case and in the event that any action is required, we will address it promptly."
