Ford taken to task by gov't for Chicken Tax end-around

Ford is in a bit of a pickle for importing and selling Turkey-built Transit Connect cargo vans as passenger vehicles in the US, then converting them to commercial-vehicle specification stateside in an effort to bypass a 25-percent tax imposed on vehicles imported for commercial use. Automakers are required to pay a 2.5-percent tax on imported passenger vehicles.
The Blue Oval got into trouble for this in a January ruling in which U.S. Customs and Border Protection officials asked Ford to stop the practice of importing the Transit Connect vehicles with passenger seats, then removing and shredding them. Now Automotive News reports that Ford is appealing the ruling. The 25-percent "Chicken Tax," as the tariff is often called, is 50 years old and was enacted as a response to a German tariff on chickens. Like Ford, Chrysler bypasses the higher tariff, but it does so in a different manner. It partially disassembles Sprinter cargo vans before shipping them to the US, then rebuilds them at a plant in South Carolina.
But the ruling against Ford's strategy states that it "serves no manufacturing or commercial purpose" and is there to "manipulate the tariff schedule," Automotive News reports. As Ford's appeal goes through, it is importing the Transit Connect and paying the higher tax, hoping for a favorable outcome and planning to build the next-generation Transit Connect, which it plans to launch before the end of the year, in Spain.

Sweden's Teknikens Varld has a reputation for being very persnickety when it comes to auto safety testing, and its latest catch is the Mondeo Titanium Estate 2.0 TDCi 150 bhp S6 MPS (basically a station wagon variant of the Fusion). In addition to the model's mile-long name, it has another problem according to the Swedes, because its weight on the scales does not equal the official numbers for the vehicle. Teknikens Varld claims the wagon is dangerously overweight because it weighs in 4,145 pounds, while Ford officially lists its weight at 3,530 pounds. That 615-pound disparity means that if a family loads it to what they think is the model's gross vehicle weight, it will actually be too heavy, and therefore illegal to drive in Sweden. According to the magazine, when it tried doing this, the rear wheels scraped against the wells, and the estate failed the mag's legendary moose test. However, at 220 pounds over the limit, it passed the test. When reached for comment by Autoblog, Jay Ward, Senior Manager at Ford of Europe Product Communications, explained the reason for the deviation between the official numbers and the magazine's test: "We are aware of this, but this is not an issue that relates specifically to the safety of the Mondeo, but is in fact related to the way in which the cars are tested by the authorities. We provided an Ambiente model for the testing but the car that featured in the magazine test was a Titanium model which has a different weight. We are in discussion with the Swedish Transport Agency to change the framework so the real weight of the Titanium model is reported instead of the Ambiente model which will resolve the issue." Teknikens Varld is well-known for calling out automakers for perceived transgressions. Most recently it leveled criticisms against the all-wheel drive system in the Honda CR-V, and both the Jeep Grand Cherokee and Porsche Macan failed its moose test. Using a website or the in-car navigation system, the driver can pinpoint the parts of the route, highlighted in green, where using battery power would be more effective, and set the car to automatically switch to electricity for those sections. Of course, Green Zone will be go beyond that. The program is being developed to take traffic and road grade into account, details that allow the car to be make even smarter choices to improve efficiency. Ford even hopes to have Green Zone learn driver habits, and respond accordingly depending on who is driving the car. The system could control other features as well, such as anticipating corners and shifting the headlights to better illuminate the road ahead. Green Zone could also potentially use information from vehicle-to-vehicle networking to control functions in the car. The Green Zone system still has a few years before it will be ready to be put into production vehicles, but Ford is confident it will make its way onto the road eventually. As with other innovations that improve efficiency and make our vehicles smarter, we can expect to see similar technology from other manufacturers, until it becomes a regular part of driving in the future.
