Ford, Volvo, Google, Uber and Lyft form self-driving alliance

Five companies arguably leading the worldwide effort to develop autonomous cars said Tuesday they're forming an organization to lobby the federal government to better prepare America's roads for self-driving technology. The founding members include some of the biggest companies in the automotive, autonomous, and ride-sharing realms – Ford, Google, Lyft, Uber and Volvo. Operating as the "Self-Driving Coalition for Safer Streets," they aim to work with lawmakers and regulators to clarify a disparate set of rules and regulations at both the state and federal levels that could hinder the deployment of autonomous cars. "The U.S. risks losing its leading position due to the lack of federal guidelines for the testing and certification of autonomous vehicles." – Hakan Samuelsson David Strickland, a former administrator of the National Highway Traffic Safety Administration who issued the first set of autonomous-related policies in that role (pictured below), will serve as the group's counsel and spokesperson. "The best path for this innovation is to have one clear set of federal standards, and the Coalition will work with policymakers to find the right solutions that will facilitate the deployment of self-driving vehicles," he said in a written statement. In January, Transportation Secretary Anthony Foxx said his department would accelerate efforts to craft such federal standards. Those efforts include holding two public hearings on standards, the second of which is scheduled to be held Wednesday in Palo Alto, California. Foxx signaled the intent to deliver them by June. Google has been leading the efforts to ensure such standards are national in scope, warning their cars could run afoul of state-specific laws should they cross state borders or if standards varies between the federal efforts and regional ones. The complexity of such efforts was underscored recently, when NHTSA agreed that Google's software could be considered the driver of a vehicle for the purpose of meeting federal motor vehicle standards, an interpretation that would conflict with preliminary California rules that mandate a licensed driver operate a self-driving car that comes equipped with human controls like a steering wheel and brakes. At South By Southwest last month, Jennifer Haroon, Google's self-driving car business leader, said the company couldn't accomplish its goals under those regulations.

Marchionne open to combination with Ford or GM

At the depths of the auto industry implosion, there was widely reported talk that General Motors and Chrysler would be merged into a mighty import-beating behemoth. While such notions clearly never materialized, that doesn't mean the idea is dead. In fact, FCA boss Sergio Marchionne still welcomes the idea of a partnership with either GM or Ford. He responded positively to the idea, calling it "technically feasible," when asked about it at the 2015 Geneva Motor Show, Automotive News reports. "There's bantering that goes on all the time," Marchionne told AN, before quashing suspicions that a plan was in the works by adding that "nothing substantive" was going on. Our favorite black sweater enthusiast isn't quite as interested in the idea of teaming with a foreign manufacturer like PSA Peugeot Citroen, or in the rumored tie-up with Volkswagen, though. That is a shame, particularly in regards to Marchionne's shut down of a partnership with the French, although it isn't necessarily surprising – FCA already consists of eight automakers, and as Sergio told AN, there's really nothing at PSA that could help the company out. China's auto sales continue to drop

The days of unending growth of carmakers in China look to be over, and some analysts are even forecasting a net drop in volume this year, The Detroit News reports. After falling numbers in June and July, the China Association of Automobile Manufacturers tallied total sales, including trucks and buses, in August to 1.7 million, down 3 percent from 2014. There were some tiny specs of good news in China, but there's no turnaround in sight. Total vehicle sales from January to August are actually still up but only 2.6 percent. Like the rest of the world, SUVs are booming with numbers up 45.6 percent from the previous year. Honda managed a very impressive 50.7 percent gain on the strength of the CR-V and Vezel (the HR-V here), according to The Detroit News. Also, the country's domestic automakers, which generally offer less expensive products, posted a 2.5 percent growth in sales. The news continues to look bad for Detroit's automakers, though. Volume from General Motors dropped 4.8 percent in August, and Ford fell 3 percent in August. Both of them have invested significant amounts there in the past years. The vehicle industry in China grew last year, but there was burgeoning evidence of weakness. At the end of 2014, dealers there pushed back against huge inventories pushed by automakers. Even before the big drops began in June, GM saw the writing on the wall and started cutting prices. BMW responded to the slump by cutting back production to deal with the changing demand.
