Fort Worth Police investigating officer for using pepper spray on bikers

A Fort Worth Police officer was placed on administrative duties after video surfaced showing him allegedly spraying pepper spray at a group of passing motorcyclists during a traffic stop over the weekend. An officer with the FWPD pulled over one of the group's chase vehicles, a red Dodge Ram, that was escorting riders in case of a crash or mechanical troubles. The video, shot from one of the motorcyclists' helmet cams, caught the FWPD officer exiting his vehicle and, before approaching the truck, spraying something into traffic at the group of riders. WFAA News 8 spoke with the men responsible for the video, Jack Kinney and Chase Stone, via Skype from Longview, TX, on March 13. "It's the last thing I would expect to see," Kinney told the station. "His intent was to hit the bikers for sure, there's no doubt about it," said Stone. "His intent was to send somebody down, if not to cause a major accident with that spray". As the video went viral, receiving more than 200,000 views in 15 hours, people shared videos showing the group of motorcyclists riding in an irresponsible manner through traffic right before the alleged pepper spray incident. Fort Worth Police say they received numerous calls about the pack of riders from motorists on surrounding highways, with complaints ranging from weaving in and out of lanes to popping wheelies through traffic at high speed. News 8 asked Kinney and Stone if it was possible that the officer felt threatened. "If you're worried about safety, why would you pepper spray a large group of bikers like that?" asked Kinney. The Dallas Morning News identified the officer as W. Figueroa. Worth Police released an official statement about the incident late on the afternoon of March 13. They stated that the officer in question, a six-year FWPD veteran, had been relieved of his patrol duties and placed on desk duty pending the investigation. FWPD Corporal Tracey Knight also made a statement indicating that pepper-spraying drivers in oncoming traffic is not a department-sanctioned tactic. FCA seeks partner to keep building Dodge Dart, Chrysler 200

Mere weeks after FCA announced it was shutting down production of the Dodge Dart and Chrysler 200, new hope emerges to give the sedans a stay of execution. Speaking at the Geneva Motor Show last week, Sergio Marchionne said that the company was looking for a partner "who is better at it than we are and who has got capacity available" in order to continue building the models on its behalf. "There are discussions going on now," said Marchionne, according to Motor Trend. "I think we will find a solution. We continue to talk. It's both a technical solution and an economic one. We need to find a solution that works economically." Contracting vehicles to be manufactured offsite is more common practice among European automakers than it is with American ones. Chrysler's former patron Mercedes, for example, has the G-Class built for it by Magna Steyr in Austria, the A-Class by Valmet in Finland, and the R-Class by AM General in Indiana (even though it's no longer sold in the US). This arrangement would, on the surface at least, appear more similar to the deal that Toyota struck with Mazda to build the Scion iA, drawing on the contractor's expertise and capacity to build the small sedan on the client company's behalf. Only rather than basing a new model on one of the partner's existing ones, this deal would ostensibly continue building FCA models on FCA platforms using FCA components. We'll have to wait to find out with whom FCA strikes up the manufacturing deal, but we wouldn't be surprised to see Marchionne turn to a partner he already knows. The company is, after all, at the center of an intricate web of joint ventures and manufacturing contracts. The Fiat 124 Spider, for example, is built by Mazda. The Fiat Sedici that preceded the 500X was built by Suzuki. Models like the Dodge Stealth and Eagle Talon were built in Illinois at the Diamond-Star Motors joint venture before Mitsubishi took it over altogether. And Dodge continued selling the Mercedes-made Sprinter long after DaimlerChrysler split. The Ram ProMaster, though built by FCA in Mexico for the North American market, stems from a partnership in France with PSA Peugeot Citroen. And the ProMaster City is built in a joint-venture plant in Turkey, from which it's also sold by GM as an Opel in Europe and a Vauxhall in the UK. With all those deals coming and going, after all, what would one more add to the complexity?

How to tune a car right: Part 3, tuning Mopar with OST Dyno

Not long ago, I wrote a story about a pony car tuned with a supercharger. The blower install had been done properly. Then the car's owner bolted on a set of great looking wheels wrapped in good looking but inexpensive rubber. On my first test drive, I couldn't get any of that supercharged sweetness to the ground. It was the perfect ride for parking in a Burger King parking lot on a Friday night. I tooled around on a Sunday drive, shaking my head that someone had spent five figures to get more power the right way, with a clean install, then wiped out the gains so thoroughly that the stock engine would likely have overwhelmed the tires. This got me thinking about the ways people ruin their quest for horsepower, either on the front end by not insisting on a clean install and paying the money for it, or on the back end with supplemental purchases like cheap tires or cheap gas. So I called three tuners, one focused on GM, one on Mopar, one on Ford, to find out what people should know about how to get the best power for their goals, and how to make sure they are able to use all that power. The first interview in this three-part series was with Blake Leonard at Top Speed Cincy in Cincinnati, Ohio, the second with Brandon Alsept at BA Motorsports in Milford, Ohio. Do people who come to OST generally know what they want? Probably 80% of the people who come in simply want more power with no particular ET goal [ET is a kind of bracket handicapped drag racing – ed.]. WhatÂ’s the best way to start a Mopar tune? The first thing is what people often skip, and that's to find a tuner or a shop. People will throw parts on their cars that the Internet said to, then go to a tuner who does things a different way, and [the tuner is] like ‘No we don't like to use these injectors, we don't like these parts.Â’ You have to find someone familiar with the parts that are on your car or that you're planning to put on your car. So having a goal and then finding a tuner who can help you with that goal is proper way to start. Exactly. And a lot of tuners have their own formula – and when I say tuner I mean someone that also does work to the cars.
