Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Fort Worth Police investigating officer for using pepper spray on bikers

A Fort Worth Police officer was placed on administrative duties after video surfaced showing him allegedly spraying pepper spray at a group of passing motorcyclists during a traffic stop over the weekend. An officer with the FWPD pulled over one of the group's chase vehicles, a red Dodge Ram, that was escorting riders in case of a crash or mechanical troubles. The video, shot from one of the motorcyclists' helmet cams, caught the FWPD officer exiting his vehicle and, before approaching the truck, spraying something into traffic at the group of riders. WFAA News 8 spoke with the men responsible for the video, Jack Kinney and Chase Stone, via Skype from Longview, TX, on March 13. "It's the last thing I would expect to see," Kinney told the station. "His intent was to hit the bikers for sure, there's no doubt about it," said Stone. "His intent was to send somebody down, if not to cause a major accident with that spray". As the video went viral, receiving more than 200,000 views in 15 hours, people shared videos showing the group of motorcyclists riding in an irresponsible manner through traffic right before the alleged pepper spray incident. Fort Worth Police say they received numerous calls about the pack of riders from motorists on surrounding highways, with complaints ranging from weaving in and out of lanes to popping wheelies through traffic at high speed. News 8 asked Kinney and Stone if it was possible that the officer felt threatened. "If you're worried about safety, why would you pepper spray a large group of bikers like that?" asked Kinney. The Dallas Morning News identified the officer as W. Figueroa. Worth Police released an official statement about the incident late on the afternoon of March 13. They stated that the officer in question, a six-year FWPD veteran, had been relieved of his patrol duties and placed on desk duty pending the investigation. FWPD Corporal Tracey Knight also made a statement indicating that pepper-spraying drivers in oncoming traffic is not a department-sanctioned tactic. 2013 Dodge Challenger V6 recalled for fire risk, owners asked not to drive

Chrysler has issued a recall for the V6 version of the 2013 Dodge Challenger (as pictured above in 2012MY) over the possibility of a wiring harness that could short circuit and lead to a fire. Owners of these V6 Challengers built from November 2012 through January 2013 are being urged to contact dealers immediately and, in the meantime, not to drive their cars or park in or near any buildings.
Chrysler estimates around 2,500 potentially affected Challengers are in owners' hands, while another 1,900 are still sitting on dealer lots. The total number of recalled vehicles is 4,459.
So far, Chrysler says that seven fires have been reported - none resulting in injuries. The company is instructing vehicle owners to contact their dealer to find out if their vehicle is included in the recall, but owners can also find the build date information of their vehicle by checking the label in the driver's door jamb.
