Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Junkyard Gem: 2005 Dodge Neon AAR

Chrysler sold the Neon in North America for the 1995 through 2005 model years, with respectable sales for most of that period. The Neon had decent power for the price, and could be very quick on a road course in the hands of a good driver. With so many made, the Neon came to have a strong aftermarket for performance and customizing components, and many owners opted to spruce up their cars for added coolness. Here's a last-year-of-production Dodge Neon SXT with some SRT-4 body components and aftermarket "AAR" stripes, spotted in a self-service yard in Fargo, N.D. Chrysler sold AAR-badged Plymouth 'Cudas in 1970, inspired by Dan Gurney's All American Racers team in SCCA racing, and the stripes on those cars looked great. However, no factory-made AAR Neons ever came off the assembly line, so the owner of this car applied these aftermarket stripes. The VIN tells me it's an ordinary Neon SXT. The SRT-4 hood looks mean. While this car does have a proper manual transmission, its power came from a distinctly non-SRT naturally-aspirated 2.0-liter 16-valve engine. With 132 horses, this car would have been reasonably quick. Brake calipers look better with the application of a little spray paint. Dodge designer on yellow plastic splitter guards: 'I wish they would take them off'

About a year ago, Dodge began placing yellow strips of plastic on the leading edge of Charger and Challenger front splitters to prevent damage during transport from plant to dealer. Dodge embossed "To Be Removed By Dealer" into the plastic, but those instructions weren't always followed. By summer of 2018, so many owners had left the tabs on, or reinstalled a discarded set, or bought a set on eBay for $100 or more, that factions broke out. Some thought the protectors looked cool, some thought they looked foolish, some thought it didn't matter either way. Now Dodge and SRT lead designer Mark Trostle has stepped in with his thoughts, those being, "I wish they would take them off."  Trostle made the remarks at the end of a video by Canadian auto scribe Brian Makse that otherwise dove into the design and technology on the 2010 Charger Widebody. Part of the designer's remarks related to aesthetic aspects — designers are paid to be precious about every line they draw, after all. "When we did the sketch for the Charger and Challenger," he said, "it never had yellow strips on it," and, "To me, as a designer, it ruins the lines of the car." He had a functional reason as well, though: "You're just ruining the paint!" The paint issue convinced Tyler Grant, the Internet sales manager at a Dodge dealer, to make a Facebook post in April this year requesting owners remove the splitter guards. Grant wrote that because the guards aren't specifically molded to fit perfectly, dirt and moisture get between the plastic and the splitter and mar the clear coat or paint, illustrated by a scuffed example that had been driven just 18 miles with the protectors on. He ended with, "Please, on behalf of your splitter AND its paint, take off the splitter guards." Despite forum chatter, splitter-shaming Facebook photos, and Facebook groups like "Hey Pal, You Forgot to Take Your Splitter Guards Off," it appears too late for the protector color to curb (get it?) the trend. Owners have already dealt with the dirt issue by putting protective tape on the air dam, others have painted the spilitter guards to match the car, and the owner of a vintage Dodge pickup ran yellow tape across the width of his front bumper in an attempt to join the party.  In the Makse video, Trostle said that the automaker would soon be rolling out a "new fashionable purple color" for the protectors. "We'll see if that one takes off," he said. "I hope it doesn't."
