Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Editor-in-Chief Greg Migliore — I've always wondered how Dodge would evolve the Challenger. There was only one real generation, not counting the rebadged Mitsubishi. Past and present, it's always looked the same. With the Hellcat, Demon, and now my personal favorite, the Hellcat Redeye Widebody, it makes total sense. There's no need to redesign it every few years. Just tweak it and add cool features — like flared fenders and the 797-hp Hellcat engine. It's all you need. This thing makes a statement. The Redeye is the car your neighbors want a ride in. I parked in our office building's basement, and co-workers heard me gunning the engine — two stories up. It's a growl. It has bass. It's angry. It gets a little metallic sometimes, depending on how and when you lay on the gas. I launched fairly hard at every traffic light. Sometimes I'd rev at idle. The Monroney that came with our test car lists the fuel economy as zero (it actually gets 13 city and a respectable 22 highway). But still. You get the point. I've always liked how the Challenger drives. It's big. It's heavy. The hood looks like the deck of an aircraft carrier. It's not trying to be a track rat. Go fast in a straight line. That's what you do. Take a hard left and maybe you skid a little bit. Maybe that's the idea. You don't eat cheeseburgers because they're good for you. You eat them because they taste good. Hey, cheeseburgers have protein. And vitamins. Healthy isn't the right description, but there are some benefits. The same reasoning applies to this Challenger. The interior is attractive, well-furnished and comfortable. The leather-trimmed seats are supportive. I love the saddle brown color. I used to say the coupe's low roof and bulky A-pillars were a problem. Then I got over that. You're driving nearly 800 hp, so sit up and be on your toes. The trunk is huge, too. I could have put a car seat in the back, had I needed to. You can live with the Challenger. And the Redeye is perhaps the best version yet. The starting price is about $60 grand. That's a steal. The price of our tester is $92,290. That's insane. The $6,000 widebody pack is the thing I'd recommend most out of all the options. Get the nice leather, too. This content is hosted by a third party. Junkyard Gem: 2001 Dodge Stratus R/T Coupe

The Chrysler "Cloud Cars" of the 1990s were the Chrysler Cirrus, Plymouth Breeze, and Dodge Stratus; by the turn of our current century, only the Stratus name remained standing. For 2001, the Stratus sedan remained on a Chrysler platform, while the unrelated-other-than-name Stratus coupe became a sibling to the Mitsubishi Eclipse. The Stratus R/T was the hot-rod version; here's a 2001 Stratus R/T coupe languishing in a California self-service wrecking yard. This car has the 5-speed manual transmission, which was becoming a rarity even for performance-minded American car shoppers by the early 21st century. The engine is a DOHC version of the Mitsubishi 6G72, a V6 engine that went into dozens of different vehicles from the mid-1980s through just a few years ago. The Mitsubishi Debonair AMG ran the 6G72, as did the early Hyundai Sonata as well as the Proton Perdana. This one was rated at 200 horsepower, which was enough to be real fun with a manual transmission. This car endured some exciting driving from its last owner, looks like.
