Terrorists have taken to using a weapon that's easy to obtain and can do a lot of damage: ordinary vehicles, driven into crowds. A Department of Homeland Security-FBI bulletin from 2012 warned that "vehicle-ramming offers terrorists with limited access to explosives or weapons an opportunity to conduct a homeland attack with minimal prior training or experience." CNN recently listed nine vehicle-based terrorist attacks that have occurred within the past year, and in just in the past three months incidents in New York, Edmonton and Barcelona have claimed more than 20 lives and injured dozens after ISIS-affiliated drivers plowed into pedestrians. The deadliest so far was a Bastille Day attack in Nice, France that killed 86 people after a terrorist drove a truck into a crowd following a fireworks display. CNN also reported that "Al Qaeda's Yemeni branch encouraged its recruits in the West to use trucks as weapons," and noted that a 2010 article in the terrorist group's webzine called for deploying a truck as a "mowing machine, not to mow grass but mow down the enemies of Allah." Such attacks have been more common in Europe and other places where guns are harder to get, making vehicles violent and readily available weapons. But it's not only ISIS and Al Qaeda terrorists that have turned cars into weapons. A man with white nationalist ties drove a Dodge Challenger into a crowd of counter-protesters at the Unite the Right rally in Charlottesville, Va., in August, killing a 32-year-old woman and injuring dozens more. Some believe that autonomous vehicle technology could help stop these tragedies. "Terrorist attacks like the one in New York are a good example of why we need AVs more quickly," Caleb Watney, technology policy associate at the R Street Institute, a D.C.-based think tank, recently told the website Inverse. Dr. Junfeng Jiao, director of the Urban Information Lab at the University of Texas, told Inverse that "these tragedies may be taken into account by the makers such as Tesla and Google" when developing autonomous technology. "This is a huge opportunity for the next generation to de-weaponize cars," he added. Many vehicles already have forward collision warning with emergency autonomous braking, and a few combine it with pedestrian detection, although the latter technology typically works at speeds below 20 mph.

The Dodge Viper is speeding down the road to cancellation for the 2017 model year, and at least part of the reason for the V10 monster's death is a problem fitting it with federally mandated side curtain airbags. An anonymous source close to FCA US told Motor Trend the automaker can't install the parts because they would further limit the coupe's already tight headroom. The government believes the side curtain airbags can reduce occupant ejections during accidents, and all vehicles must have them for the 2017 model year. The Viper's slow sales also don't provide FCA US much motivation to work out a solution to this problem. The automaker moved just 676 of the handmade sports coupes in the US in 2015, which was down 11 percent from 760 deliveries in 2014. FCA CEO Sergio Marchionne hinted at the Detroit Auto Show that the Viper could return eventually. He doesn't like that the current model has a dedicated platform but indicated a new one could share the underpinnings with another of the company's products. Marchionne's current business plan for FCA stresses building the automaker's value, so it might be a while before we see the sweater-clad CEO focusing on a niche vehicle like the Viper. Fiat Chrysler Automobiles will invest between $1.35 billion and $1.5 billion in its Windsor assembly plant in Canada to build electric vehicles as part of a tentative deal with Canadian autoworkers, Unifor National President Jerry Dias said on Thursday. The auto union said FCA would invest in a state-of-the-art vehicle platform that will enable the assembly of plug-in hybrid and battery electric vehicles, with at least one new model in 2025. The announcement comes less than a month after Unifor said Ford would invest $1.46 billion in its Oakville and Windsor plants. "Not only is Fiat-Chrysler maintaining the current portfolio but they will be investing three derivatives to enhance the current portfolio," Dias said. Unifor also said it expects to extend the life of the Chrysler 300, a rear-wheel-drive luxury car and introduce multiple derivatives of the Dodge Charger and Challenger. The union said as many as 2,000 jobs would be added in 2024 at the Windsor plant. Market forecasting firm LMC Automotive on Thursday said it would take until 2024 for U.S. vehicle sales to recover from the coronavirus downturn and get close to the 17 million vehicles sold in 2019. Ratification meetings for the FCA deal will happen over the weekend, and members will vote on whether to accept the agreement on Sunday. The union is expected to begin negotiations with General Motors's Canadian unit next week.
