Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Dubbed the Hellcat X after the XF6F, a twin-charged US Navy prototype that evolved into the Hellcat fighter from World War II. Its 6.2-liter, supercharged V8 has been supplemented by a turbocharger, boosting output to 805 horsepower. Because, you know, 707 just wasn't quite enough. It should be noted that the Hellcat X isn't a production model – Fiat Chrysler isn't going to be putting a twin-charged Hemi into production – but that it's a one-off job built for the 2015 Chrysler Nationals at Carlisle. Joining the Hellcat X is a handsome, black 1970 Challenger 440 R/T. Complete with a four-barrel carburetor (yeah, we were hoping for a Six Pack, as well), a pistol-grip shifter, and menacing black paint, this exact car was the star of 2012's "Revolution Reborn" television spot. And if this car's on-air claim to fame isn't enough, rest easy knowing you're the owner of just one of 100 black 440 R/Ts produced in 1970. Now, single tickets do start at $3, although there are larger bundles available, including a $5,000, 6,000-ticket package. Proceeds from the drawing, which is being put on by Dream Giveaway, will go towards New Beginning Children's Home charity, which issues grants to everything from the National Guard Educational Foundation to Mothers Against Drunk Driving. The Dodge Neon is coming back... to Mexico

It's been a long time since we've seen a new Dodge Neon putt-putting around. But soon it will be back, and in North America, too, if you want to get technical about it. But this time, the Neon will be limited exclusively to Mexico. According to Ward's Auto, FCA is planning to import the Fiat Tipo to Mexico, but rebadged under the Dodge brand and with the Neon nameplate on the trunk... even if it doesn't have those signature round headlights, or a three-speed automatic transmission. Never heard of the Fiat Tipo? It debuted almost a year ago as the Aegea Project, and went into production shortly thereafter – similarly called the Egea in Turkey where it's made, but the Tipo in other European markets. It's a budget-oriented, C-segment compact with a range of four-cylinder engines, and though designed from the get-go as a four-door sedan, it rolled into Geneva last month in hatchback and wagon forms as well. The Tipo is built at the Tofas plant in Bursa, Turkey, alongside the Fiat Doblo – which is also shipped over to North America, rebadged as the Ram ProMaster City. In the Mexican market, FCA also sells the Fiat Siena sedan as the Dodge Vision, the Mitsubishi Mirage rebadged as the Dodge Attitude, and the Fiat Strada as the Ram 700 – all nameplates exclusive to our neighbors to the south. Whatever its origin, it'll be interesting to see a Neon again the next time we venture South of the Border – particularly considering that the Neon was arguably the last time that Chrysler had a competitive compact on its hands. The Caliber that followed never gained the same kind of traction, so to speak, and FCA recently ceased production (for the time being at least) of the Dodge Dart and Chrysler 200 to focus on larger trucks crossovers – the likes of which the Caliber tried to emulate (in style, if not in substance).
