Feds accuse Fiat Chrysler, UAW of conspiring to break labor laws

DETROIT — Top officials of Fiat Chrysler Automobiles and the United Auto Workers union conspired to violate U.S. labor laws, federal prosecutors alleged in a court document, saying a former executive at the automaker knew bribes paid to union leaders were designed to "grease the skids" in labor negotiations. U.S. Justice Department officials for the first time called the company and the union "co-conspirators" in a document related to a guilty plea agreed by former Fiat Chrysler director of employee relations Michael Brown. The document was filed with the U.S. District Court in Detroit on May 25. Its contents were reported by the Detroit News on Wednesday. Brown pleaded guilty to one count of concealing a felony. The plea agreement stated that he knew Fiat Chrysler executives authorized $1.5 million in improper payments and travel, liquor, cigars and other goods for UAW officials who served on the union's negotiating committee. Prosecutors say FCA executives paid UAW representatives to influence union business. including collective bargaining on contracts ratified in 2011 and 2015. The government contends money was run through the UAW-Chrysler National Training Center, via false charitable donations and training center credit cards. Fiat Chrysler Chief Executive Officer Sergio Marchionne has said in the past that the misconduct "had nothing whatsoever to do with the collective bargaining process" and the "egregious acts were neither known to nor sanctioned" by the company. Fiat Chrysler had no further comment Monday. Outgoing UAW President Dennis Williams told union leaders at a conference in Detroit on Monday "our leadership team had no knowledge of the misconduct — which involved former union members and former auto executives — until it was brought to our attention by the government." Brown pleaded guilty on May 25, according to court documents, and will be sentenced on Sept. 20. Five other people have pleaded guilty in the government's ongoing investigation into the UAW and Fiat Chrysler, including the wife of a late UAW official, two other former UAW employees, former Fiat Chrysler vice president Alphons Iacobelli and another former Fiat Chrysler employee. Florida Highway Patrolman seen watching YouTube in traffic

The Florida Highway Patrol is investigating allegations of a trooper watching YouTube videos on his official in-car laptop while driving. Lee County Florida resident James Peebles caught the alleged offender during his morning commute in early April, NBC2 reported. After exiting I-75, Peebles said that the FHP cruiser rolled up next to him at a stop light where he could clearly see the trooper inside watching a car race on Youtube on an official FHP laptop. Peebles put his car in park and snapped a picture of the cruiser before continuing to work. Later that day, he posted the photo to Facebook where it quickly went viral. "It blew my mind," Peebles told NBC2. "Everybody's human though, so I do know that we all make mistakes." NBC2 contacted the FHP for a statement after speaking to Peebles. An FHP spokesperson told the station that troopers are allowed to use their laptops while driving squad cars when carrying out official duties such as "simple inquiries" and "reviewing the nature of incoming messages". Other Florida motorists, like Jim Kosmerick who was interviewed by NBC2 for this story, don't consider watching an old race on YouTube to be official FHP business. "It's not official business, there's no way you can convince me otherwise," said Kosmerick. The FHP says that they are now aware of this fast moving viral image, and that they are taking the issue very seriously. They state that an investigation into the matter is underway, and that troopers are expected to abide by department policy and lead by example. Germany threatens to ban FCA vehicles over diesel emissions dispute

Germany is threatening to ban sales of FCA products over diesel emissions. According to the newspaper Bild Am Sonntag, Germany's Federal Motor Transport Authority found evidence of a so-called defeat device that shuts down certain emissions controls after running for 22 minutes. A standard diesel emissions test in the European Union reportedly takes 20 minutes to complete. FCA denies the allegations. "We believe all our vehicles respect EU emissions standards and we believe Italian regulators are the competent authority to evaluate this," the company said in a statement. The latter part of that statement drew ire from German authorities, especially after FCA declined to meet with German transport minister Alexander Dobrindt to discuss the issue. Graziano Delrio, the Italian Minister of Infrastructure and Transport, vowed to work with German authorities on behalf of FCA. According to EU law, FCA is required to homologate its vehicles in Italy because that's where its regional operations are based. When will the diesel-scented soap opera end?
