BMW tops Consumer Reports 2023 Brand Report Card

Feels like we wrote about Consumer Reports' 2022 Brand Report Car and 10 Top Picks a few weeks ago, but it was last April. So the mag is back with a ranked roster of 32 brands and 10 vehicles in four categories for your debating pleasure. Starting with the brands, last year's top three were Subaru, Mazda and BMW. This year, the Munich crew climbed two spots to win the prize thanks to "Superb road test scores and solid results in CR’s reliability and owner satisfaction surveys." Subaru narrowly fell to second, maintaining its four-year run in the top three. Mini, eighth last year, jumped five spots to get the last step on the podium. The rest of the top 10 were Lexus (up one spot from last year), Honda (down one spot from last year), Toyota (up three), Genesis (up 12), Mazda (down six), Audi (down three) and Kia (up eight). The magazine and testing outfit says its Brand Report Card "[reveals] which automakers are producing the most well-performing, safe, and reliable vehicles based on CRÂ’s independent testing and member surveys," and that "Brands that rise to the top tend to have the most consistent performance across their model lineups." Last year's top 10 had six automakers from Japan, three from Germany (giving Mini credit for England), none from the U.S. or South Korea, and five luxury brands. This year's list counts five makes from Japan, two from Germany because Porsche fell out of the top ten, two from South Korea, still none from the U.S., and four luxury brands. Buick again ranked as the best domestic, dropping to 12th after being 11th last year. The big mover was Lincoln, its 10-place jump up to 16th attributed to better reliability from the Corsair and Nautilus. Tesla's improved overall reliability saw it climb six spots to 17th. Dodge climbed one spot to 15th. Jeep got out of the penalty box in last to come second-to-last. Land Rover fell three places into the penalty spot.  CR's top 10 vehicle models The 10 Top Picks list is practically a new list. Only two holdovers made it to 2023, those being the Subaru Forester and Kia Telluride.

Georgia sheriff buys Dodge Charger Hellcat, and the feds want a refund

A sheriffs office in Georgia recently purchased a new 2018 Dodge Charger SRT Hellcat. It's currently being used and driven by Gwinnett County Sheriff Butch Conway. Now the U.S. Department of Justice wants its money back. All $70,000 of it. According to The Atlanta Journal-Constitution, the DOJ described the purchase as extravagant. The purchase was originally approved by the DOJ, with the money coming from asset forfeitures. The government has since questioned whether the car is being used for its intended and stated purpose — undercover and covert operations as well as the Gwinnett County Beat the Heat program. The Beat the Heat program is a nonprofit meant to "to educate drivers about the dangers of distracted driving and illegal street racing" by holding drag nights at local tracks. The Hellcat — along with a 1996 Chevy Impala SS, a 1990 Chevy Corvette and 2004 Volkswagen GLI — are all featured on the Beat the Heat website. All but the Hellcat are privately owned and funded. The DOJ prohibits the use of taxpayer money for "extravagant expenditures" and says the "the vehicle in question is a high-performance vehicle not typically purchased as part of a traditional fleet of law enforcement vehicles." The sheriff's office defended the purchase, stating that Sheriff Conway uses it to commute and "when he participates in field operations, covert and otherwise, with our deputies" and that "Conway maintains that this vehicle is an appropriate purchase, especially for an agency with a $92 million budget and the opportunity this vehicle provides in making our roadways safer." The DOJ has given the sheriff's department until July 31 to repay the money. Gwinnett County intends to comply with the reimbursement. Related Video: This content is hosted by a third party. 2019 Dodge Challenger R/T Scat Pack 1320 gets race-focused upgrades

The Dodge Challenger SRT Demon is one hell of a machine. It's a single-minded 840-horsepower jackhammer, meant solely to burn rubber and win drag races. It's packed with all sorts of goodies like a transbrake, line lock, and a torque reserve mode. Still, it was an extremely limited-production model. It's also sold out. What do you do if you want some fun on the drag strip and you can't find our don't need the power of a Demon? Buy the new 2019 Dodge Challenger R/T Scat Pack 1320. You can really think of the Scat Pack 1320 as a Demon without the wide bodywork and the supercharged 6.2-liter V8. Instead, you'll find Dodge's tried-and-true 6.4-liter naturally-aspirated V8 under the hood making 485 horsepower and 475 pound-feet of torque. The TorqueFlite 8HP70 eight-speed automatic is the only available transmission. It's required equipment to use the TransBrake and Torque Reserve system. All-four wheels are wrapped in Nexen SUR4G Drag Spec 275/40R20 street-legal drag radial tires. The 1320 names comes from the length of a quarter-mile drag strip — 1,320 feet. The Scat Pack 1320 can run the quarter-mile in 11.7 seconds at 115 mph and hits 60 mph in just 3.8 seconds. Of course, that's in its lightest configuration. Like the Demon, the Scat Pack 1320 only comes with a driver's seat. The passenger and rear seats are each $1 options. The goal was to give grassroots racers a bare-bones performance car at a relatively reasonable price. You don't need passengers if you're only racing. You also shave 114 pounds from the car's curb weight. Other upgrades include an SRT-tuned suspension, a 3.09 rear axle ratio, 41-spline rear half-shafts, 20 x 9.5-inch aluminum-forged wheels with knurled bead seats (to keep the tires from slipping on the rim) and upgraded Brembo brakes with four-piston calipers. The Challenger R/T Scat Pack 1320 joins a number of other upgraded 2019 Dodge models. That includes the Challenger SRT Hellcat Redeye and the upgraded 2019 Charger SRT Hellcat. The Scat Pack 1320 adds $3,995 to the Challenger R/T Scat Pack's base MSRP. That's not the whole story. Since the automatic is mandatory, you need to tack on another $1,595.
