Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

The Dodge Challenger 1320 is rarer than the vaunted Demon

Dodge stopped making the 840-horsepower Challenger Demon after the 2018 model year, and it filled the gap the coupe left in its range with a slightly tamer variant called 1320. While it wasn't a limited-edition model, production figures released recently cement its status as a future classic. 1320 references the length of a drag strip, which normally checks in at 1,320 feet, and the name speaks volumes: It was built to go flat-out for a quarter mile. It offered all of the go-fast goodies found in the Demon, including a transbrake, a line lock, an SRT-tuned suspension, plus bigger brakes provided by Brembo, and it swapped the supercharged V8 for a naturally-aspirated, 6.4-liter eight shared with the Challenger 392 and tuned to 485 horsepower. It wasn't quite as quick as the Demon, but it remained a race car barely street-legal enough to put plates on, so it occupied a shallow niche. Dodge made 1,054 examples of the 1320 during the 2019 model year, according to Mopar Insiders. Of those, 1,026 units were sold in the United States, and the remaining 28 stayed in their home country of Canada. As for colors, 232 enthusiasts chose Pitch Black, making it the most popular. At the other end of the spectrum, 13 buyers ordered Maximum Steel, which is the rarest color offered to the public. One 1320 was painted in Yellow Jacket, and another in Billet, but they were pre-production cars. To add context, the firm capped Demon production at 3,300 units, including 300 for the Canadian market. The 1320 is returning for the 2020 model year, so it might ultimately become more common than the Demon, but it remains a rare edition that will turn heads at high-profile classic car auctions in a few decades' time. California Highway Patrol powers up with Charger Pursuits

Residents of California, you'll want to adjust your rear-view mirrors and remain vigilant for the menacing maw of the Dodge Charger. The California Highway Patrol (CHP) ordered 580 Dodge Charger Pursuit cars to start replacing the organization's oldest vehicles. According to the CHP's director of communications, Fran Clader, these old cars are patrol versions of the Ford Crown Victoria, Ford Explorer and Dodge Charger. The cars will be delivered over the next two years with the majority equipped with Fiat Chrysler's 3.6-liter V6 engine. The unit makes 292 horsepower in the Charger and is found in everything from the Jeep Wrangler to the Chrysler 200. There will be a handful of Chargers with the 5.7-liter V8 found in the Charger R/T, but Dodge and Clader said they will just be used for training. Bick Pratt, head of FCA US government sales and operations, said the order represents a move back toward four-door police cars. "The CHP is ordering our Charger Pursuit vehicle to reintroduce the sedan into their patrol vehicle fleet," Pratt said. "That's important to us because it reflects a shift back to sedans by a progressive agency like the CHP." Chargers may show up in local law enforcement fleets. Pratt said departments will have the opportunity to also order Charger Pursuits through the CHP's contract.
