Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Dodge Charger and Challenger will live on, but a new Viper is unlikely

BALOCCO, Italy — As FCA's latest five-year plan was presented last week, most of the day was focused on four brands — Jeep, Ram, Maserati and Alfa Romeo. That left a lot of people wondering about the future of the Chrysler, Fiat and Dodge nameplates. At the last five-year event, Dodge was one of the main features. We heard plans for an expanded lineup that included refreshed versions of the Viper, Challenger and Charger, the last two riding on the Alfa Romeo Giorgio platform. Times sure have changed. Dodge isn't going away, but the brand will be narrowed and focused. Performance is the name of the game, but don't look for a new Viper anytime soon. FCA CEO Sergio Marchionne simply said it's "not in the plan." Marchionne thought it was a great idea but that it couldn't live on as a standalone product. If it does eventually return, expect it to share parts with other FCA products, possibly with one of the upcoming Maseratis. On the other hand, Marchionne confirmed that both the Dodge Challenger and Charger will continue to live on. In the last five-year plan, FCA said that the pair would share underpinnings with future Alfa Romeos. That was promising news for those hoping for smaller, lighter versions of each model that would be better suited to fight models like the Ford Mustang and Chevy Camaro. It seems the Alfa Romeo platform is off the table. Marchionne said the current LX platform would indeed live on, though it would be "unrecognizable" compared to what we have today. The LX architecture is ancient, and, although it's been continuously updated, its basic bones date back to the DaimlerChrysler days. Marchionne said that the Alfa platform just doesn't have the character American shoppers are looking for in those vehicles. It's unclear when the next iteration of the Charger and Challenger will arrive, but expect another refresh sometime before 2022. Look for an updated version of the tried-and-true Hemi V8. Rumors continue to swirl about a larger and more powerful 7.0-liter variant dubbed the Banshee, but we'll have to wait and see how that pans out. How good would this look as a Dodge? New Peugeot 408 is a cool EV crossover coupe

Americans have long lusted after the forbidden fruits of the automotive markets: Vehicles offered elsewhere but not sold here in the United States. When Fiat Chrysler Automobiles, former parent to Jeep, Chrysler, Dodge, and others, joined forces with PSA (Peugeot and others), there was hope that Americans could get hold of some quirky French cars as part of the deal. That hasn’t happened, at least not yet. As it turns out, Europeans get just as many boring crossovers as we do, though Peugeot thinks it has a solution with the new 408, an aerodynamic compact crossover with style for days. While we seriously doubt a rebadged 408 would ever show up on our shores, it's easy to imagine how a vehicle looking something like this on the same electrified platform could spawn a viable product for the American market. Squint a bit and "new electric Dodge Intrepid" comes to mind.  Perhaps it shouldn't be surprising that France would come out with a new vehicle that seems well-matched to the American market. Utility vehicles made up 46% of new vehicle sales in France in May, matching the sales numbers of sedans in the country. PeugeotÂ’s banking on the fact that many people want the space and usability of a compact SUV but tire of the styling and ubiquity of the vehicle type. The fastback shape provides a more dramatic design look without completely sacrificing the characteristics that make SUVs so popular.  Peugeot offers a traditional SUV in the 3008, but the 408 is sleeker and more aerodynamic. The automaker says that the 408 “offers a feline stance and unique allure, engineering excellence focused on efficiency and intelligent electrification, as well as the emotions provided by cutting-edge technologies dedicated to driving pleasure and instinctive use." Two plug-in hybrid powertrains will be offered first, producing 180 and 225 horsepower. A standard gas model will also be available with a 130-horsepower engine. All variants get an eight-speed gearbox, and Peugeot says an electric model will come later. No Stellantis brand in the United States currently offers a purely electric vehicle.  Peugeot will build the 408 at its plant in Mulhouse, France, for the European market.
