Fiat Chrysler to get $105M fine from NHTSA for recall woes

The National Highway Traffic Safety Administration is about to send a powerful message to automakers doing business in the United States, assuming reports of an upcoming $105 million fine against Fiat Chrysler Automobiles comes to fruition. In addition to the record-setting monetary fine, according to The Wall Street Journal, FCA will have to accept an independent auditor that will monitor the company's recall and safety processes and will be forced to buy back certain recalled vehicles. In other cases, such as with Jeep Grand Cherokee and Liberty models with gas tanks that could potentially catch fire in certain types of accidents, FCA will offer financial encouragement for owners to get their recall work done or to trade those older vehicles in on new cars, according to the report. FCA could reportedly reduce its fines if it meets certain conditions, though those remain unclear at this time. These actions against FCA are being taken after NHTSA began a probe into the automaker over almost two dozen separate instances where the government claims FCA failed to follow proper procedures for recalls and safety defects. Included in those safety lapses are more than 11 million vehicles currently in customer hands. These penalties and fines are separate from the investigation over security problems with Chrysler's Uconnect system that allowed hackers to obtain remote access into key vehicle systems in 1.4 million vehicles. Dodge delaying Challenger Hellcats ordered with satin black hood [UPDATE]

The new Dodge Challenger SRT Hellcat is one of the most formidable muscle cars on the planet. And it looks the part, too – especially with the optional satin black hood. But if you were one of the first customers to place an order for the 707-horsepower Mopar muscle car and specified the black hood on the options sheet, you may have to wait awhile. According to members of the Hellcat.org forum cited by Car and Driver, deliveries of certain Challenger Hellcats have been delayed without explanation. When these fanatic customers started looking into the issue, they realized that all of the delayed orders shared one thing in common: they all had ordered their Dodges with that optional black hood. Although an exact reason wasn't specified, those who ordered the black hood on their Challenger coupes were told that delivery was being pushed back to February. But some were reportedly informed by their local dealership that things could be moved along if they switched their order to a body-colored hood instead. It's not clear if the issue is a supplier problem, a paint booth issue at the factory, or something else entirely. We've reached out to Dodge for clarification, and will update this story when we hear back. UPDATE: Reached for comment, a Dodge spokesperson confirmed to Autoblog that the satin black hood "is not currently available for production" and that customers who ordered it "can opt to change their order to a body-color hood" or otherwise have their orders delayed until the option becomes available at a later date to be confirmed.

It's fascinating the way that one change to a complex system can have all sorts of unintended consequences. For instance, there are hundreds of new Chrysler Town and County and Dodge Grand Caravan minivans built in Windsor, Ontario, sitting in lots on the Detroit waterfront because of the energy boom in the Bakken oil field in the northern US and parts of Canada.
The huge amount of crude oil coming from these sites mostly use freight trains for transport, and that supply boom has resulted in a shortage of railcars to carry other goods. According to The Windsor Star, North American crude oil transport by train has gone from 9,500 carloads in 2008 to 434,032 carloads in 2013. Making matters worse, some North American rail infrastructure is still damaged because of this year's harsh winter, and that's slowing things down even further.
Chrysler admits to The Star that it has had some delivery delays due to the freight train shortage. In the meantime, it's using more trucks to deliver its vehicles. Trucking is a far less economical solution, partially because a train can carry so many more units at one time, but alternatives are slim. The Windsor plant alone has a deal for 33 trucks to distribute the minivans around Canada and the Midwestern US.
