Junkyard Gem: 1988 Dodge Diplomat Salon

Except for the Viper, Prowler, and some Mitsubishi-derived AWD machines, all Chrysler cars went front-wheel-drive starting in the 1990 model year and continued that way until our current century. The last holdout was the Dodge Diplomat (and its Plymouth Gran Fury and Chrysler Fifth Avenue siblings), and these cars were the most common police cruisers in America throughout most of the 1980s and well into the 1990s. You won't see many Diplomats today, but I found this high-luxe civilian Salon version in my local Denver self-service yard. This one was purchased new in Cheyenne, which is just up I-25 from Denver. A Diplomat was one of the automotive protagonists in the classic car-chase scene from the 1990 film, Short Time. Diplomats have figured heavily in many films over the years. I got my first driver's license in 1982, in a Navy town with ruthless Diplomat-equipped traffic-law enforcement, and so my right foot still twitches in the direction of a brake pedal when I see this grille. This one was full of Denver-centric ephemera from the early-to-middle 1990s, layered with the shredded paper and rodent poop that indicates long-term outdoor storage, so I'm guessing that the car's elderly owner stopped driving it 20 years ago and it sat until finally evicted by an angry landlord. These cars weren't known for being particularly quick in stock form. This one has the carbureted 318-cubic-inch V8 (yes, some cars still had carburetors as late as 1988), good for 140 horsepower. Federal grand jury issues subpoenas to U.S. FCA dealers

Despite an attempt to clarify and backtrack, it seems the investigation into Fiat Chrysler Automobile's false sales reporting is picking up steam. According to Automotive News, FCA dealers and regional offices have received subpoenas ordering them to supply documents and testimony to a grand jury in Detroit. Of course, the dealers are objecting to the request. They claim the subpoenas are too broad and would require them to hand over too much personal information, like personal phone numbers of dealer employees going back years. The group wants to make it clear that FCA has clarified its sales reporting and that the issue is with the manufacturer, not dealers. The dealers say that FCA employee records and testimony should be enough. It's rumored that a dealer group is the one that sparked the investigation in the first place. FCA confirmed on July 18 that it indeed was under investigation by a number of federal agencies. Certain Chrysler owners eligible for buyback program

Certain car owners whose Chrysler vehicles contain dangerous defects will soon have a way to get rid of their lemons without losing money. As part of an agreement with federal regulators, Fiat Chrysler Automobiles has agreed to buy back more than 500,000 vehicles susceptible to veering out of control without warning at above market-value prices. The deal mainly covers certain models of RAM trucks, the Dodge Dakota pickup and Dodge Durango SUV. Further, owners of more than 1.5 million Jeep Liberty and Grand Cherokees at heightened risk for lethal fires are eligible to trade in their vehicles at above market value or, alternately, get a gift certificate if they prefer to have repairs made. Chrysler has "a heavy responsibility to make sure the products they make are safe for the traveling public," said Mark Rosekind, administrator of the National Highway Traffic Safety Administration. "... Here, we are sending an unambiguous signal to industry that if you skirt the laws or violate the law, or don't live up to the responsibility that consumers expect, we are going to penalize you." The buy-back and trade-in options for motorists come as part of an unprecedented penalty NHTSA slapped against Chrysler for violating federal motor-vehicle safety laws. Chrysler will pay a $105 million fine, the highest ever levied by the regulatory agency. In addition to the buy-backs, Chrysler also agreed to an independent monitor for three years. Investigators had outlined problems in the company's conduct in 23 recalls that affected more than 11 million defect vehicles. As part of a consent-order agreement, Chrysler acknowledged it did not notify vehicle owners of recalls in an effective manner and did not notify NHTSA of safety problems. Though those recalls affected millions of drivers, the buy-back and trade-in options are only for a small portion of the vehicles involved. Because Chrysler struggled to fix the problem and no repair was apparent, Rosekind said the buy-backs are reserved "for customers who didn't have a remedy." Buy-backs are for trucks and SUVs affected by three recalls that occurred in 2013 (recalls 13V-038, 13V-527 and 13V-529), that addressed a rear-axle pinion nut that could come loose and cause a loss of vehicle control. Those recalls covered 579,228 vehicles, including 2009-2012 Ram 1500, 2500, 3500, 4500 and 5500 trucks, 2009-2012 Dodge Dakotas, 2009 Chrysler Aspen and the 2009 Dodge Durango.
