Could self-driving cars stop terrorist attacks?

Terrorists have taken to using a weapon that's easy to obtain and can do a lot of damage: ordinary vehicles, driven into crowds. A Department of Homeland Security-FBI bulletin from 2012 warned that "vehicle-ramming offers terrorists with limited access to explosives or weapons an opportunity to conduct a homeland attack with minimal prior training or experience." CNN recently listed nine vehicle-based terrorist attacks that have occurred within the past year, and in just in the past three months incidents in New York, Edmonton and Barcelona have claimed more than 20 lives and injured dozens after ISIS-affiliated drivers plowed into pedestrians. The deadliest so far was a Bastille Day attack in Nice, France that killed 86 people after a terrorist drove a truck into a crowd following a fireworks display. CNN also reported that "Al Qaeda's Yemeni branch encouraged its recruits in the West to use trucks as weapons," and noted that a 2010 article in the terrorist group's webzine called for deploying a truck as a "mowing machine, not to mow grass but mow down the enemies of Allah." Such attacks have been more common in Europe and other places where guns are harder to get, making vehicles violent and readily available weapons. But it's not only ISIS and Al Qaeda terrorists that have turned cars into weapons. A man with white nationalist ties drove a Dodge Challenger into a crowd of counter-protesters at the Unite the Right rally in Charlottesville, Va., in August, killing a 32-year-old woman and injuring dozens more. Some believe that autonomous vehicle technology could help stop these tragedies. "Terrorist attacks like the one in New York are a good example of why we need AVs more quickly," Caleb Watney, technology policy associate at the R Street Institute, a D.C.-based think tank, recently told the website Inverse. Dr. Junfeng Jiao, director of the Urban Information Lab at the University of Texas, told Inverse that "these tragedies may be taken into account by the makers such as Tesla and Google" when developing autonomous technology. "This is a huge opportunity for the next generation to de-weaponize cars," he added. Many vehicles already have forward collision warning with emergency autonomous braking, and a few combine it with pedestrian detection, although the latter technology typically works at speeds below 20 mph.

Stellantis and LG launch joint venture for North American battery plant

Stellantis has struck a preliminary deal with battery maker LG Energy Solution (LGES) to produce battery cells and modules for North America, as the world's No. 4 automaker rolls out its 30 billion euro ($35 billion) electrification plan. Global automakers are investing billions of euros to accelerate a transition to low-emission mobility and prepare for a progressive phase-out of internal combustion engines. Stellantis and LGES's joint venture will produce battery cells and modules at a new facility with an annual capacity of 40 gigawatt hours (GWh), the two firms said on Monday. No financial details of the deal were provided. The plant is scheduled to start production by the first quarter of 2024, with groundbreaking expected in the second quarter of 2022, the companies said in their statement. Its location is under review and will be announced later. Stellantis, formed in January from the merger of Italian-American automaker Fiat Chrysler and France's PSA, has said it wants to secure more than 130 GWh of global battery capacity by 2025 and more than 260 GWh by 2030. The batteries produced under the deal will supply Stellantis' U.S., Canadian and Mexican assembly plants for installation in hybrid and fully electric vehicles, supporting its goal of e-vehicles making up more than 40% of its U.S. sales by 2030. The company, whose brands include Peugeot, Fiat, Opel and U.S. best-sellers Jeep and Ram, earlier this year announced it would invest more than 30 billion euros through 2025 on electrifying its vehicle lineup. Stellantis has said it would build three battery plants in Europe and two in North America, including at least one in the United States. Intesa Sanpaolo analyst Monica Bosio said the deal was positive, and a further step ahead in Stellantis' electrification process. It comes weeks after Stellantis and its partner TotalEnergies agreed to open up their battery cell joint venture ACC to Daimler, to expand their European sourcing of battery cells. Stellantis is also targeting more than 70% of sales in Europe to be of low-emission vehicles by 2030, and aims to make the total cost of owning an EV equal to that of a gasoline-powered model by 2026. Dodge could return to NASCAR, Marchionne says

Fiat Chrysler Automobiles CEO Sergio Marchionne said he'd "love to" bring Dodge back to NASCAR. The news could signal a potential shift in America's favorite motorsport away from today's three-manufacturer arrangement, but we're wondering just how much sense Dodge's return would make amid NASCAR's dwindling television ratings and attendance figures. It took a visit from Ferrari at NASCAR's biggest icon, Daytona International Speedway, for the Ferrari Challenge World Finals to get Marchionne on the subject of Dodge and stock car racing. When asked about the possibility on Sunday, the FCA boss revealed he'd just spoken to NASCAR executive vice president Jim France the night before about Dodge's return. Dodge announced its NASCAR departure in 2009, as it was in the grips of a major bankruptcy alongside cross-town rival General Motors. While GM's Chevrolet brand stuck it out and won three of the last four manufacturer championships, the final Mopar-powered team flipped to Ford in 2012. Marchionne takes the blame for the decision, citing reasons that are, frankly, very good. "I am the guilty party at the table. In 2009 we came out of bankruptcy; we couldn't [justify] racing in NASCAR when I was trying to pay bills and make payroll," Marchionne said, according to Autoweek. "I think we're in a different place now." NASCAR is in a different place, too. The sport has struggled with disappointing television ratings in the past several years, and it's not uncommon to tune into races at some of the sport's marquee tracks, like Bristol Motor Speedway, and see scores of empty seats. Sponsorship dollars are also drying up. That could explain Marchionne's non-committal follow-up comments. "We need to find the right way to come back in," Marchionne said, adding that he'd revisit the idea with Jim France and International Speedway Corporation CEO and NASCAR board member Lesa France Kennedy "in short order."
