Recharge Wrap-up: Renault-Nissan at COP22, BMW launches Cruise e-Bike

The Renault-Nissan Alliance has been chosen to provide a fleet of electric cars for the UN's COP22 Climate Conference in Marrakesh, Morocco. The group will provide 50 passenger EVs – the Renault Zoe, Nissan Leaf, and Nissan e-NV200 – to shuttle delegates to and from conference venues. The Alliance will also provide more than 20 charging stations to support the shuttle fleet. The group provided electric shuttles for the historic COP21 summit in Paris last year. Read more from Renault-Nissan. FCA, Iveco, and gas grid company Snam have signed an agreement to boost natural gas as a cleaner alternative fuel for Italy. Under the Memorandum of Understanding, FCA and Iveco will work together to develop CNG vehicles, while Snam will invest in CNG supply facilities like filling stations to support a growing fleet. LG Chem has officially announced it will build a battery plant in Poland to the tune of about $340 million. Located near Wroclaw in southwestern Poland, the plant is expected to produce 100,000 batteries a year for 200-mile EVs beginning in 2019. The plant could help Poland in its goal to reduce pollution by introducing a million EVs on its roads by 2025. "We will turn the Poland EV battery plant into a mecca of battery production for electric vehicles around the world," says UB Lee, President of LG Chem's Energy Solution Company. Its Bosch Performance Line electric motor provides electric assistance at speeds of up to 15 mph. The battery can be either be removed or remain on the bike for charging, which takes 3.5 hours for a full charge. "BMW aims to be the leading provider of premium mobility services, and our bicycle collection furthers that mission," says BMW Accessory and Lifestyle Manager Eric Riehle. Junkyard Gem: 1986 Chrysler Fifth Avenue

Chrysler started putting the New Yorker name on its top-end luxury dreadnaughts all the way back in the early 1940s. When it came time to pitch an even more exclusive New Yorker, what street did Chrysler choose for its name in 1979? Exactly. The Fifth Avenues started out as Plymouth Gran Fury siblings, then switched to the smaller M-Body Dodge Diplomat platform for the 1982-1989 model years. Here's a padded-landau-roof-equipped '86 Fifth Avenue, spotted in a San Francisco Bay Area self-service wrecking yard. Though the Fifth Avenue started life as a option package for the New Yorker, Chrysler ditched the New Yorker badging on these cars after the 1983 model year (while applying it, confusingly, to the Chrysler-badged front-wheel-drive E-Body). Perhaps this was due to certain Chrysler-demographic-terrifying developments in New York-based popular culture around that time. 1970s styling touches were still going strong in mid-1980s Detroit, and this car has lots of fake wood and button-tufted vinyl inside, with this stainless-trimmed padded landau roof outside. Mechanically speaking, it's a Dodge Diplomat, complete with 140-horsepower 318-cubic-inch (5.2 liter) V8, rear-wheel-drive, and three-speed automatic transmission. The Diplomat was a sturdy and reliable machine, but the $14,910 Fifth Avenue sticker price was a lot to pay for a Diplomat with some extra gingerbread, especially when the Diplomat listed at $10,086. The Diplomat was a very popular choice for American law-enforcement duties during the 1980s, and the chase scene from Short Time shows a slightly exaggerated depiction of its tough construction. It's a shame that the filmmakers couldn't find a way to use a Fifth Avenue instead. Feds sue Fiat Chrysler, accuse it of cheating on diesel emissions

WASHINGTON - The US government has filed a civil lawsuit accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles. The Justice Department suit, filed in US district court in Detroit, is a procedural step that may ramp up pressure on Fiat Chrysler. The suit could ultimately help lead to a settlement, as in an earlier probe of rival Volkswagen AG that will cost VW up to $25 billion, but which affected a much larger number of vehicles. VW admitted to intentionally cheating while Fiat Chrysler denies wrongdoing. It did not immediately comment on Tuesday. US-listed Fiat Chrysler shares were down 2.9 percent at $10.44. The suit also names Fiat Chrysler's unit V.M. Motori SpA, which designed the engine in question. Reuters reported last week the Justice Department and EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions. The investigation has scrutinized VM Motori. FCA acquired a 50 percent stake in VM Motori in 2010 and the remainder in October 2013. The lawsuit asserts the Italian-American automaker placed undeclared "defeat devices," or auxiliary emissions controls, in 2014-2016 Fiat Chrysler diesel vehicles that led to "much higher" than allowable levels of nitrogen oxide, or NOx pollution, which is linked to smog formation and respiratory problems. The suit seeks injunctive relief and unspecified civil penalties. EPA said in January the maximum fine is about $4.6 billion. In January, EPA and California accused Fiat Chrysler of illegally using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks. Fiat Chrysler said on Friday it plans to update software that it expects will resolve the concerns of U.S. regulators about excess emissions in those vehicles. The January notice was the result of regulators' investigation of rival Volkswagen, which prompted the government to review emissions from all other passenger diesel vehicles. Volkswagen admitted in September 2015 to installing secret software allowing its cars to emit up to 40 times legal pollution levels. In total, VW has agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting US vehicles.
