Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.

The Canadian government is offloading Chryslers and hundreds of other cars it bought for the G7 Summit held in Quebec in the summer, and the cars can be had quite cheaply. Originally, over 600 brand new cars were bought to ferry summit guests around Quebec, some of them in motorcades, necessitating the choice of very official-looking black on black 300C models with tinted windows. The RCMP said it turned out to be more affordable to buy the vehicles than to rent or lease them, but it still didn't come cheap for Canada. The bulk purchase price of all the cars exceeded $23 million CAD, and just $6.3 million has been recouped so far through selling 167 vehicles, as narcity.com reports. And there are still a bunch of cars for sale, posted on the GCSurplus.ca website. Take a look at the aforementioned Chryslers that were put up for auction yesterday: There are multiple 300Cs on offer with the starting bid of $25,343 Canadian and barely over 1,000 miles on the clock; the purchase price of a new, Canadian-spec 300C without motorcade modifications is over $42,000. Chevrolet Suburbans are less cheap, as the minimum bid on them is $53,428, but they appear nicely loaded with similarly low mileage and 4WD. There are also bulk deals, like a five-car pack of police-specification Dodge Chargers for a combined $133,000 if you can get them for the minimum bid. Other, less interesting but unquestionably fully serviceable vehicles include Toyota Siennas (109 were originally bought), Ford Escapes, Mitsubishi Outlanders and Dodge Journeys. Dodge not being dropped by Chrysler, CEO reaffirms

Dodge isn't going anywhere. Despite some rumor and speculation over the future of the crosshair grille and the cars that wear it, Dodge brand boss, Tim Kuniskis, sat down with TheDetroitBureau.com, explaining that the marque isn't going anywhere. His sentiments echo those of SRT boss Ralph Gilles, who told a group of enthusiasts in July that "Dodge is here to stay!"
Dodge's death won't be "a part of a master plan to consolidate brands," Kuniskis told TheDetroitBureau.com. Instead, the brand, which is ultimately under the command of Fiat/Chrysler CEO, Sergio Marchionne, will likely ditch some of its badge-engineered models, like the Dodge Grand Caravan. A more focused Dodge, which was something Gilles has already hinted at, will likely see it exploring areas of the market that haven't been exploited by other Chrysler brands.
Kuniskis, not surprisingly, wasn't willing to delve into any detailed product plans, telling TDB that the size of the brand's lineup "remains to be seen." Regardless of how big the brand actually ends up being (it is presently Chrysler's volume brand - and not by a little), hopefully the statements from Kuniskiss can put the rumors of a Dodge closure to bed.
