Canada bailed out GM, Chrysler without really knowing what they were getting into

The Auditor General of Canada recently issued a report that makes at least one thing clear: it doesn't know how effective Canadian government loans given to General Motors and Chrysler in 2009 were in ensuring the viability of both companies. That year, the Canadian and Ontario governments dished out $10.8 billion CAD ($9.6B US) to GM and $2.9 billion CAD ($2.6B US) to Chrysler, but hadn't yet sorted out precisely how the funds were to be used before disbursing them. This happened in spite of the fact that, according to a piece in Bloomberg, the loans weren't meant to be handed out until authorities were clear on the manufacturers' plans for reorganization. In fact, federal officials hadn't finished establishing the concessions made by all the involved parties, the pension liabilities, nor the long-term soundness of the automakers' financial positions. On top of that, apparently it didn't keep close tabs on the money after loaning it: the report says that $1B CAD should have been applied to GM Canada pension plans but was instead given to GM to use. Chrysler repaid $1.7 billion, while GM handed back $3.8 billion and Bloomberg believes the feds in Ottawa still own 110 million shares of The General, which, at the stock price as of writing, would be good for another $3.9 billion. Those were mad, bad days, though, and we're not sure what point the report serves, other than to say, "Oh, by the way...." Chrysler defies NHTSA, says it won't recall 2.7M Jeep Grand Cherokee, Liberty models

Facing a possible recall totaling around 2.7 million of its most popular SUVs, Chrysler remains insistent that the 1993-2004 Jeep Grand Cherokee and 2002-2007 Jeep Liberty are safe vehicles. This comes on the heels of a recall request from the National Highway Traffic Safety Administration for these two models due to fuel tanks mounted behind the rear axle, which could possibly be ruptured during severe rear-end collisions, leading to an increased risk of fire. In response to the allegations, Chrysler says that it does not agree with NHTSA nor does it plan on recalling either vehicle.
Chrysler said both SUVs "met and exceeded" the requirements for fuel-system integrity, and cooperated fully with NHTSA since the investigation was opened in 2010. While 15 deaths and 46 injuries have been reported from fires caused by rear-end collisions on these models, Chrysler is claiming that the vast majority of incidents cited by NHTSA were "high-energy crashes," including one where a stopped Grand Cherokee was rear-ended by a tractor trailer going 65 miles per hour.
The automaker wraps up by saying "NHTSA seems to be holding Chrysler Group to a new standard for fuel tank integrity that does not exist now and did not exist when the Jeep vehicles were manufactured." Google's deal with FCA is the 'first phase' of partnership

Google and Fiat Chrysler Automobiles confirmed a partnership Tuesday in which the two companies will collaborate on creating autonomous minivans. The two companies will work together to build and test approximately 100 Chrysler Pacifica hybrid minivans, and they first of the bunch could hit the road by the end of the year. This marks the first time Google has worked with a traditional automaker in designing a self-driving car since the start of its autonomous project in 2009. "FCA will design the minivans so it's easy for us to install our self-driving systems, including the computers that hold our self-driving software and the sensors that enable our software to see what's on the road around the vehicle," Google said in a written statement. "The minivan design also gives us an opportunity to test a larger vehicle that could be easier for passengers to enter and exit, particularly with features like hands-free sliding doors." That could be particularly important if Google and FCA intend to launch the autonomous minivans as a competitor to traditional public transportation options. Chris Urmson, the director of Google's self-driving car project, indicated that may be a potential business model during a public meeting on autonomous operations last week. "Public transit executives could be buying autonomous minivans rather than expensive buses," he said. "Federal standards determine what kinds of vehicles cities can use for transit. This needs attention." In the Pacifica, Google's engineers get an all-new minivan. Chrysler showcased the vehicle for the first time in January at the North American International Auto Show in Detroit, and sales of the non-hybrid versions of the vans went on sale last month. FCA CEO Sergio Marchionne says further collaboration between his company and Google is possible. "This first phase of the operation is very targeted. It's designed to take Google technology into the minivan. It's very, very focused," he said, according to Automotive News. The collaboration won't be Google's first experience with hybrids. The Lexus RX 450h SUV is one of the two cars in its current test fleet, which consists of approximately 70 vehicles. With roughly 100 autonomous minivans slated to be part of the collaboration, Google's test fleet will more than double.
