Prosecutors indict three FCA employees in alleged emissions-cheating case

Federal prosecutors indicted three Fiat Chrysler Automobiles (FCA, now Stellantis) employees as part of an investigation into alleged emissions cheating. Charges unsealed on April 20, 2021, accuse the defendants of helping rig the emissions control system fitted to the 3.0-liter turbodiesel V6 used in some models during the 2010s. Prosecutors claim Emanuele Palma, Sergio Pasini, and Gianluca Sabbioni played a determining role in developing a defeat device that allowed the V6 to obtain certification from the Environmental Protection Agency (EPA) while polluting too much in normal driving conditions. Jeep and Ram began making the engine available in the Grand Cherokee and the 1500, respectively, in 2014, but the charges state plans to game the EPA started in 2011. Palma, Pasini, and Sabbioni knowingly mislead federal regulators, the charges claim; they called it "cycle beating," according to The Detroit News. While the three men were part of FCA's research and development department, they started the project while working for an Italian supplier named VM Motori, which FCA purchased in 2013. Pasini and Sabbioni are each charged with one count of conspiracy to defraud the United States and to violate the Clean Air Act, one count of conspiracy to commit wire fraud, and six counts of violating the Clean Air Act. They could spend several years behind bars if they're found guilty. Both are currently in their home country of Italy. Palma's legal troubles are more serious. He was charged with several counts in September 2019, though four wire fraud charges were dropped in November 2020. He lives in Bloomfield Hills, a city located on the far outskirts of Detroit. Prosecutors claim motorists spent over $4 billion on over 100,000 trucks and SUVs fitted with the non-compliant engine between January 2013 and September 2017. FCA has already agreed to pay $800 million to resolve civil claims from the Justice Department, state officials and customers, though it significantly has not admitted guilt. It stressed that "it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests."

NHTSA questions FCA's reaction to recalls, will hold public hearing

The US Department of Transportation and National Highway Traffic Safety Administration are holding a public hearing on July 2 to investigate whether FCA US is failing to fix safety problems and issue necessary notices. The agencies also want detailed accounts of the handling of 20 recalls by June 1 as part of a special order. If the Feds determine that the automaker isn't living up to its legal requirements, the result could go as far as a "buy-back or replacement of affected vehicles." "Significant questions have been raised as to whether this company is meeting its obligations to protect the drivers from safety defects, and today we are launching a process to ensure that those obligations are met," NHTSA administrator Mark Rosekind said in the announcement of the hearing. The 20 recalls that the agencies are investigating date from between 2013 and 2015. Just some of these include the action to make the fuel tanks safer on the Jeep Grand Cherokee and Liberty; FCA US' Takata inflator repairs; inadvertently deploying airbags in the Liberty, Grand Cherokee and Dodge Viper; and the company's ignition switch fix for the Chrysler Town & Country, Grand Caravan and Journey. Failure to submit reports about all of these on time could result in a $7,000 per day fine. You can read the whole list in the PDF for the special order. In a statement to Autoblog, FCA US said, "The average completion rate for FCA US LLC recalls exceeds the industry average and all FCA US campaigns are conducted in consultation with NHTSA. The Company will cooperate fully." The government agencies claim that they have received complaints from customers alleging that they weren't notified of recalls; parts not being available; difficulty getting an appointment, and misinformation from dealers. During the hearing witnesses from FCA US, NHTSA and the public have the opportunity to present evidence on each campaign. That thing got a Hemi? Mopar engine kits make it easier to say yes

Thanks to a new kit from Mopar, classic car owners will have an easier time dropping Hemis into their muscle cars. The kit works with Mopar's 345 and 392 Hemi engines (5.7 and 6.4 liters respectively) and with cars built before 1975. The kit will run $1,795 and has everything needed to get one of the above engines running. The parts include a power distribution system, engine computer, engine and chassis wiring harnesses, O2 and intake air temperature sensors, ground wiring and a gas pedal. The kit is also designed to work with a manual transmission, but Mopar says a transmission such as the Torqueflite 727 and 904 can be made to work with the system. As for examples of the kit in action, take a look at the Jeep CJ66 and Dodge Challenger Shakedown that Mopar revealed this week at the SEMA show. Mopar also offers a few other parts to help complete the project, including various oil pans to clear subframes, a set of headers, and accessory drives for power steering and air conditioning. All of these parts are extra cost though. You'll also need an engine, and the 345 starts at $6,070, and the 392 runs $9,335. However, if you happen to already have one from 2014 or newer, that will work, too. Muscle car fans are getting more choices for their engine conversions. Chevrolet Performance already sells crate engines with "Connect and Cruise" kits to get its engines working in classic cars. The General also offers it with more engines. However, for people who want to keep a Mopar engine in their classic Chrysler, Dodge, Plymouth, or Jeep, this is a cool new option.
